Notice of Changes in Methods and Standards for Medicaid Payments for
Opioid Treatment Program Services


In accordance with public notice requirements of 42 CFR 447.205 of the Social Security Act, the Indiana Family and Social Services Administration (FSSA) Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing reimbursement policy for Medicaid services provided by opioid treatment programs.

OMPP proposes to modify the reimbursement methodology for rehabilitative services to add reimbursement for opioid treatment program services. This change shall be effective August 1, 2017.

The change in reimbursement is necessary in order to include opioid treatment programs in the Medicaid state plan as these facilities provide important services to Medicaid beneficiaries. It is estimated that the fiscal impact of these changes will be an increase in state and federal expenditures of approximately $2.8 million for FFY 2018 (federal share of $1.9 million and state share of $900 thousand) and $23.5 million for FFY 2019 (federal share of $15.4 million and state share of $8.1 million).

Additionally, a copy of this notice is now available and may be inspected by contacting the local county office of the Division of Family Resources, except in Marion County, where public inspection may be made at the Indiana Government Center South, 402 West Washington Street, Room W374, Indianapolis, Indiana.
