IC 4-22-2.1-5 Statement Concerning Rules Affecting Small Businesses
Estimated Number of Small Businesses Subject to this Rule:
None. No small businesses will be subject to this rule. This proposed amendment is to prohibit unmanned aircraft (drones) from operating over Department of Natural Resources (DNR) property, such as, flying over DNR property when launched from adjacent property.

Estimated Average Annual Reporting, Record Keeping, and Other Administrative Costs Small Businesses Will Incur for Compliance:
None. No small businesses will be subject to this rule. This proposed amendment is to prohibit drones from operating over DNR property, such as, flying over DNR property when launched from adjacent property.

Estimated Total Annual Economic Impact on Small Businesses to Comply:
None. No small businesses will be subject to this rule. This proposed amendment is to prohibit drones from operating over DNR property, such as, flying over DNR property when launched from adjacent property.

Justification Statement of Requirement or Cost:
None. No small businesses will be subject to this rule. This proposed amendment is to prohibit drones from operating over DNR property, such as, flying over DNR property when launched from adjacent property.

Regulatory Flexibility Analysis of Alternative Methods:
The alternative to this proposed rule amendment is leaving the rule unchanged, which would continue to allow drones to fly over DNR property when launched from adjacent property. Drone flyover is a health and safety concern to DNR property guests, personnel, fish, wildlife, and botanical resources. The proposed rule amendment will alleviate the aforementioned health and safety concerns. This determination by DNR leadership is within its statutory and administrative discretion. Further, this change will not subject small businesses to additional costs or oversight.
