Notice of Public Comment Period for
Health Services Initiative to Support Lead Education,
Testing, and Abatement Services for Children
May 3, 2017


In accordance with public notice requirements established at 42 CFR 457.65, the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning (OMPP) publishes this notice of the health services initiative application to support lead education, testing, and abatement services for children.

PURPOSE

This Children's Health Insurance Program (CHIP) State Plan Amendment will allow the Indiana State Department of Health (ISDH) to receive funding from OMPP to go towards providing lead education, testing, and abatement services through the use of a health services initiative under 42 U.S.C. § 1397ee. Federal assistance is necessary to minimize and further prevent any long-term adverse health effects associated with lead exposure, both in East Chicago and across Indiana. This health services initiative would complement other federal, state, and local efforts to test, educate, and abate lead hazards from the homes and improve the health of Medicaid and CHIP eligible individuals. This CHIP State Plan Amendment will help ensure that Medicaid or CHIP eligible children residing in eligible properties in impacted areas of East Chicago can receive abatement services, as well as other targeted communities to be selected based on following criteria:
• Number/percentage of population under age 6 with an elevated blood lead level of > 5 ug/dL;
• Percentage of population that is low-income;
• Number/percentage of pre-1978 and pre-1940 housing stock; and
• Other social determinant factors (e.g. unemployment rate, number/percentage of children receiving state assistance, and housing conditions).
The CHIP State Plan Amendment could also allow for abatement services to be provided to properties outside of East Chicago or other targeted communities, if a Medicaid or CHIP eligible child resides in the home, has an elevated lead level of equal to or greater than 5 ug/dL, and a lead inspection/risk assessment finds lead in the home, where such child resides.

SUBMISSION OF COMMENTS

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
