EXECUTIVE ORDER: 16-03

FOR: ACCELERATING INNOVATION AND ENTREPRENEURSHIP


TO ALL WHOM THESE PRESENTS MAY COME, GREETINGS.

WHEREAS, the State of Indiana, with its talented workforce, low and predictable taxes, efficient government, and limited regulations, is consistently ranked by independent sources as among the very best places in the country to do business;

WHEREAS, pursuant to Indiana Code 5-28-6-1(7) the Indiana Economic Development Corporation coordinates efforts on behalf of the State of Indiana to provide for the orderly economic development and growth in Indiana;

WHEREAS, Indiana has diligently fostered a strong business environment over the past decade, resulting in more than 144,000 small businesses employing 1.2 million Hoosiers;

WHEREAS, in 2013, the Office of Small Business and Entrepreneurship was created to focus specifically on enhancing entrepreneurship in Indiana;

WHEREAS, the Indiana Economic Development Corporation has focused on initiatives, such as the entrepreneur-in-residence program and focused investments that are designed to increase innovation across Indiana's key industry sectors; and

WHEREAS, increased innovation and entrepreneurship in Indiana will launch and attract new businesses, accelerate solutions and services to the marketplace, help make our communities more vibrant to attract and retain top talent, and spur economic growth, higher wages, and job creation;

NOW THEREFORE, I, Michael R. Pence, by the authority vested in me as Governor of the State of Indiana, do hereby order that:

1. The Indiana Economic Development Corporation (IEDC) shall coordinate all efforts on behalf of the State of Indiana to accelerate innovation and entrepreneurship across Indiana.

2. As soon as practicable, the Office of Small Business & Entrepreneurship (OSBE), the Indiana Small Business Development Center (ISBDC), and the Indiana Procurement Technical Assistance Center (PTAC) are hereby transferred to the IEDC and are to be effectively and efficiently integrated with the IEDC's other innovation and entrepreneurship efforts to the fullest extent permitted by law.

3. The IEDC shall enhance its coordination with entities focused on increasing innovation and entrepreneurship in Indiana and Indiana's public and private institutions of higher education.

4. Any executive branch agency or commission of state government not identified in this Executive Order that performs functions, or intends to perform functions, designed to spur innovation and entrepreneurship in Indiana shall notify the Secretary of Commerce and coordinate its efforts with the IEDC.
