Public Notice Regarding Changes to Tobacco Dependence Treatment


In accordance with the public notice requirements of 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA) Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to the Medicaid coverage of tobacco dependence treatment services.

Effective January 1, 2017, OMPP proposes to remove the twelve-week coverage limitation for tobacco cessation services. The proposed change will allow Medicaid coverage of tobacco dependence treatment to align with nationally accepted guidelines regarding the appropriate length of tobacco dependence treatment. OMPP also proposes to add optometrists, clinical social workers, marital and family counselors, mental health counselors, and licensed clinical addiction counselors to the practitioners who may provide tobacco dependence counseling services. The proposed change will improve access to tobacco dependence treatment. These changes are subject to the approval of the Centers for Medicare and Medicaid Services.

It is estimated that the fiscal impact of these changes will be an increase in state and federal expenditures of approximately $0.15M for FFY 2017 (federal share of $0.10M and state share of $0.05M) and $0.15M for FFY 2018 (federal share of $0.10M and state share of $0.05M).

Copies of the proposed state plan amendment and this notice are available and may be inspected by contacting the local County Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W382, Indianapolis, Indiana.
