IC 4-22-2-24, notice is hereby given that on October 4, 2016, at 9:40 a.m., at the Indiana State Board of Animal Health, 1202 East 38th
Street, Discovery Hall Suite 100, Indianapolis, Indiana, the Indiana State Board of Animal Health (BOAH) will hold a public hearing on a proposed rule that amends requirements for the production and sale of meat and poultry products. The primary purpose of the changes are to conform BOAH's rules to the United States Department of Agriculture - Food Safety Inspection Service (USDA-FSIS) regulatory requirements under the Federal Meat Inspection Act and Poultry Products Inspection Act (9 CFR Parts 300 – 500). The proposed rule amends the incorporation by reference of certain federal regulations from January 1, 2013, to January 1, 2016. The proposed rule also establishes requirements for the slaughter and processing of poultry in a facility that is exempt from antemortem and postmortem inspection under state and federal law in order to align with House Enrolled Act (HEA) 1267, which was passed in the 2016 session of the Indiana General Assembly. 345 IAC 10 to establish two types of limited permits, Household Consumer and Retail HRI, which includes additional requirements if a producer is seeking approval to sell their product in retail stores, hotels, restaurants, and institutions.
