Under
IC 4-22-2-24, notice is hereby given that on October 8, 2015, at 9:45 a.m., at the Indiana State Board of Animal Health, 1202 East 38th Street, Discovery Hall Suite 100, Indianapolis, Indiana, the Indiana State Board of Animal Health will hold a public hearing on a proposed rule that will amend:
345 IAC 1-3 and other provisions of 345 IAC governing the movement of poultry and other birds into the state and within the state;
345 IAC 1-3 to require a seller or owner and buyer or recipient of poultry within Indiana to maintain a record of the transaction;
345 IAC 4-4 to update the incorporation by reference of the National Poultry Improvement Plan (NPIP);
345 IAC 7-3.5 to require licensed livestock dealers and market facilities to maintain certain records related to purchases and sales of poultry; and
345 IAC 7-4.5 to require a person holding an exhibition of poultry to register the event with the board and maintain certain records.
Pursuant to
IC 4-22-2-24(d)(3), the Indiana State Board of Animal Health (BOAH) has determined that the proposed rule will impose requirements and may impose costs on regulated entities affected by the proposed rule. The rule will enhance the traceability of poultry moving into and within Indiana by requiring poultry owners, custodians, dealers, market facilities, and exhibition organizers keep basic information on poultry movements that is necessary to determine exposure to an animal disease during an outbreak. The rules are necessary to respond to poultry disease outbreaks, such as highly pathogenic avian influenza (HPAI).
