IC 4-22-2.1-5 Statement Concerning Rules Affecting Small Businesses
The Home Inspectors Licensing Board (Board) has determined that this proposed rule will impose minimal requirements or costs on small businesses. This rule change will amend Title 878 of the Indiana Administrative Code to decrease the fee collected for various transactions related to licensure as a home inspector. So while this rule itself does impose costs, the rule change significantly reduces those costs.

Estimated Number of Small Businesses Subject to this Rule:
Currently, there are 388 active home inspector licensees and 25 retired home inspector licensees. There are 26 registered continuing education sponsors and 22 registered prelicensing education providers.

Estimated Average Annual Reporting, Record Keeping, and Other Administrative Costs Small Businesses Will Incur to Comply with the Proposed Rule:
Small businesses will not incur any annual reporting, record keeping, or other administrative costs as a result of this rule.

Estimated Total Annual Economic Impact on Small Businesses:
This rule change will result in a decrease of an estimated $119,075 paid annually by licensees and registered education providers, some of which may be defined as a small business.

Justification of Any Requirement Imposed by the Proposed Rule and Not Expressly Required by the Statute Authorizing the Rule:

There is no supporting data, studies, or analyses.

Regulatory Flexibility Analysis of Alternative Methods:
There is no alternative method to reducing the fees.
