Under IC 4-22-2-24, notice is hereby given that on June 12, 2015, at 10:00 a.m., at the Indiana Government Center South, 402 West Washington Street, Conference Center Room 2, Indianapolis, Indiana, the Office of Attorney General for the State will hold a public hearing on a new proposed rule to add 10 IAC 7 establishing the procedures for the homeowner protection unit to implement and maintain the tax sale blight registry of all persons ineligible to purchase at a tax sale for use by county officials conducting tax sales.

Participation in the tax sale blight registry is voluntary. As such, no additional requirements or costs will be imposed on nonparticipating counties under IC 4-22-2-24(d)(3). Counties that volunteer to participate in the tax sale blight registry may be subject to a one-time setup cost, as well as minor ongoing maintenance costs. In addition, participating counties will be required to promptly submit all information necessary for the operation of the tax sale blight registry. The minor costs and requirements associated with this rule are necessary for the tax sale blight registry to provide easily accessible information to county officials regarding the eligibility of persons to participate in a tax sale. By providing this information, the tax sale blight registry will potentially dissuade the neglect of properties obtained under a tax sale, generate additional revenue for the counties, and prevent future blighted properties.
