Notice of Changes in Methods and Standards for Setting Medicaid Payment Rates


In accordance with the public notice requirements of 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP), publishes this notice of proposed changes to the current Medicaid reimbursement methodology for access to care payment adjustments made for Medicaid services provided by eligible faculty physicians and eligible practitioners employed by or affiliated with eligible health institutions.

Effective April 1, 2015, the OMPP proposes to modify the existing Medicaid reimbursement methodology for these access-to-care payment adjustments to comply with new federal requirements and to extend the payment adjustments to eligible faculty physicians and eligible practitioners employed by or affiliated with eligible health institutions. The new payment methodology will make these payments on a periodic basis, for services provided by eligible faculty physicians and eligible practitioners, in an amount, which when combined with other payments under the Plan, will not exceed the average commercial rate as a percentage of Medicare. These payment adjustments are subject to the approval of the Centers for Medicare and Medicaid Services, with a proposed effective date of April 1, 2015.

The method of financing the nonfederal share of the payment adjustments remains unchanged. The proposed changes will have no effect on aggregate state expenditures. Annual federal expenditures are projected to decrease by about $61.2 million as a result of this new methodology.

Copies of the proposed state plan amendment and this notice are available and may be inspected by contacting the local County Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W382, Indianapolis, Indiana.

There will be no public hearing. Anyone who wishes to comment on the proposed changes may submit written comments to: FSSA, Office of Medicaid Policy and Planning, Attention: Angela Cierzniewski, 402 West Washington Street, Room W374, MS-07, Indianapolis, IN 46204. Written comments received will be made available for public display at the address herein of the OMPP.
