Notice of Public Hearing

Under IC 4-22-2-24, notice is hereby given that on April 15, 2015, at 9:00 a.m., at the Indiana Government Center South, 402 West Washington Street, Conference Center Room A, Indianapolis, Indiana, the Office of the Secretary of Family and Social Services will hold a public hearing on a proposed rule that adds 405 IAC 10 to set forth provisions affecting applicants, members, and providers concerning eligibility, enrollment, benefits, and policy for the Indiana Check-Up Plan, commonly referred to as the Healthy Indiana Plan, and repeals 405 IAC 9.
Pursuant to IC 4-22-2-24(d)(3), the Indiana Family and Social Services Administration (FSSA) has determined that the proposed rule will impose requirements and may impose costs on individuals (members) who enroll in HIP 2.0. IC 12-15-44.2 outlines the basic HIP structure and authorizes FSSA to amend HIP to provide coverage for individuals made eligible for Medicaid under the Patient Protection and Affordable Care Act. The proposed rule implements HIP 2.0 to provide health insurance coverage for approximately 350,000 uninsured Indiana citizens, earning below 138% FPL. These individuals may lack the means or resources to access insurance; thus, the proposed rule serves a public need and promotes public health.
All parties interested in the proposed rule are invited to attend the public hearing and to offer public comments. In lieu of attendance at the public hearing, written comments may be sent to: FSSA, Attention: Kim Crawford, 402 W. Washington St., Room W451, Indianapolis, IN 46204. Correspondence should be identified in the following manner: "COMMENT RE: LSA Document #14-339, HIP 2.0 Rule". All written comments concerning the rule received by the FSSA will be available for public inspection at the Office of General Counsel, Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana.

Copies of the proposed rule and this notice are now available and may be inspected by contacting the director of the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W451, Indianapolis, Indiana.
Copies of the proposed rule are now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and Legislative Services Agency, Indiana Government Center North, 100 North Senate Avenue, Room N201, Indianapolis, Indiana and are open for public inspection.
