CONTINUATION OF FIRST NOTICE OF COMMENT PERIOD

A First Notice of Comment Period was published on February 19, 2014, in the Indiana Register (DIN: 20140219-IR-327140029FNA
) concerning amendments to 327 IAC 7.1
regarding septage management. The Indiana Department of Environmental Management (IDEM) has received requests for a continuation of the comment period so that all interested parties could have additional opportunity to provide comment. Therefore, IDEM is providing this continuation for submission of comments on the subject matter and basic purpose of the rulemaking. Comments submitted to IDEM from the original comment period deadline will be considered to be received as part of the formal written comment period by IDEM.
SUBJECT MATTER AND BASIC PURPOSE OF RULEMAKING
Basic Purpose and Background
IDEM is not adding, deleting, or changing the subject matter and basic purpose of the rulemaking as published at DIN: 20140219-IR-327140029FNA
. In summary, the purpose of this rulemaking is to amend the septage management rules to comport with IC 13-18-12
, reorganize and revise language for better clarity and understanding, make changes to the land application of septage, develop standards for better access to data about storage, treatment, and disposal of septage, reconsider water table restrictions, and set standards and allow alternatives for septage transport.

Regardless of the delivery method used, in order to properly identify each comment with the rulemaking action it is intended to address, each comment document must clearly specify the LSA document number of the rulemaking.
All comments must be postmarked, faxed, or time stamped not later than May 9, 2014. Hand-delivered comments must be delivered to the appropriate office by 4:45 p.m. on the above-listed deadline date.
