Emergency Rule

Temporarily adds rules concerning scratch-off game number 0351. Statutory authority:
IC 4-30-3-9. Effective July 2, 2012.
SECTION 1. The name of the scratch-off game number 0351 is "Money Ball Bingo".
SECTION 2. Tickets in scratch-off game number 0351 shall sell for three dollars ($3) per ticket, unless otherwise adjusted by temporary price reductions or other promotional activities conducted or authorized by the commission.
SECTION 3. Scratch-off game number 0351 includes four (4) separate and independent game areas labeled "CARD 1", "CARD 2", "CARD 3", and "CARD 4". Each game area is played separately, and the play symbols and prize symbols in one (1) game area cannot be used as play or prize symbols in another game area.
SECTION 4. (a) Each ticket in scratch-off game number 0351 shall contain a total of one hundred thirty-seven (137) play symbols.
(b) The play symbols will appear as follows:
(c) The game play data area of each ticket in scratch-off game number 0351 shall be divided into six (6) distinct game areas as follows:
(1) An area labeled "CALLER'S CARD" that contains thirty-six (36) play symbols;
(2) Four (4) separate game areas labeled as "CARD 1", "CARD 2", "CARD 3", and "CARD 4" that contain twenty-five (25) play symbols in each play area; and
(3) An area labeled "MONEY BALL NUMBER" that contains one (1) play symbol.
SECTION 5. The:
(1) retailer validation code;
(2) game/pack/ticket number; and
(3) validation number;
are for commission or retailer use only and cannot be used or played as a play or prize symbol to win a prize.
SECTION 6. (a) To play a ticket in scratch-off game number 0351, the ticket must be validly purchased and the scratch-off material covering the "CALLER'S CARD" and "SCRATCH BONUS AREA" game data areas must be fully removed.
(b) If the play symbol revealed in the "MONEY BALL NUMBER" area matches a play symbol in any one (1) "CARD", the ticket may be redeemed for a twenty-five dollar ($25) prize automatically.
(c) A prize is won if the play symbols revealed in the "CALLER'S CARD" play area match the play symbols in a "CARD" play area and the matching play symbols, when combined with any "FREE" spaces on the "CARD" play area form one (1) of the following patterns:
(1) Five (5) matching play symbols to complete a vertical, horizontal, or diagonal line. The "FREE SPACE" play symbol may be used to complete the line pattern.
(2) One (1) matching play symbol appears in each corner to complete a four (4) corner pattern.
(3) Nine (9) matching play symbols arranged diagonally from corner to corner in the form of an "X" pattern. The "FREE SPACE" play symbol may be used to complete the line pattern.
(d) If the matching play symbols or "FREE" spaces follow the pattern described in (c)(1) of this section [subsection (c)(1)], then the prize won will be:
(1) Three dollars ($3) if appearing in the game area labeled "CARD 1".
(2) Five dollars ($5) if appearing in the game area labeled "CARD 2".
(3) Ten dollars ($10) if appearing in the game area labeled "CARD 3".
(4) Twenty dollars ($20) if appearing in the game area labeled "CARD 4".
(e) If the matching play symbols follow the pattern described in (c)(2) of this section [subsection (c)(2)], then the prize won will be:
(1) Fifty dollars ($50) if appearing in the game area labeled "CARD 1" & "CARD 2".
(2) One hundred dollars ($100) if appearing in the game area labeled "CARD 3".
(3) Two hundred fifty dollars ($250) if appearing in the game area labeled "CARD 4".
(f) If the matching play symbols or "FREE" spaces follow the pattern described in (c)(3) of this section [subsection (c)(3)], then the prize won will be:
(1) Two hundred fifty dollars ($250) if appearing in the game area labeled "CARD 1".
(2) Five hundred dollars ($500) if appearing in the game area labeled "CARD 2".
(3) One thousand dollars ($1,000) if appearing in the game area labeled "CARD 3".
(4) Fifty thousand dollars ($50,000) if appearing in the game area labeled "CARD 4".
SECTION 7. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:
Total value of all prizes*: $7,249,673
Approximate print quantity: 3,607,200 (-3%/+1%)
(b) The approximate number of prizes and the estimated odds provided in subsection (a) are calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (-3%) to plus one percent (+1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.
(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).
SECTION 8. This document expires sixty (60) days after the last claim date established by the director for scratch-off game number 0351.
