TITLE 140 BUREAU OF MOTOR VEHICLES

Notice of Intent to Adopt a Rule

Under IC 4-22-2-23, the Bureau of Motor Vehicles intends to adopt a rule concerning the following:

OVERVIEW: Adds 140 IAC 1-2-8, regarding the previously uninsured motorist registry, in accordance with IC 9-25-10-5. Amends 140 IAC 1-4.5-4, points accumulation retention, in accordance with IC 9-14-2-2. Amends 140 IAC 1-4.5-10, regarding presumptive monetary amount of an accident and point value table, in accordance with IC 9-19, IC 9-21, IC 9-24, IC 9-26-1-2, and IC 9-26-1-10. Adds 140 IAC 1-9, regarding requirements for the Driver Licensing Medical Advisory Committee, in accordance with IC 9-14-4-1. Amends 140 IAC 2-1-0.5, regarding definitions, in accordance with IC 9-14-2-2. Amends 140 IAC 2-1-2, regarding valuation of vehicles to include recreational vehicles and truck campers, in accordance with IC 6-6-5.1-11. Amends 140 IAC 2-1-3, regarding valuation of unlisted vehicles to include recreational vehicles and truck campers, in accordance with IC 6-6-5.1-11. Adds 140 IAC 2-1-19, regarding renewal of registrations by electronic service for vehicles subject to the heavy vehicle use tax, in accordance with 23 U.S.C. and 23 CFR 669. Amends 140 IAC 4-2-1, regarding qualifications for a waiver of age and experience requirements to obtain a driver's license, in accordance with IC 9-24-3-3 and IC 9-24-4-2. Amends 140 IAC 4-4-2, regarding the definition for classroom instruction, in accordance with IC 9-24-10-4. Amends 140 IAC 4-4-8, regarding the requirements for a stamp and the number of signatures on a learner's permit, in accordance with IC 9-24-10-4. Adds 140 IAC 4-6, regarding international reciprocity agreements, in accordance with IC 9-28-5.1-5, waiver of examination requirements for international reciprocity agreements, in accordance with IC 9-18-5.1-5, and required terms for international reciprocity agreements, in accordance with IC 9-18-5.1-5. Amends 140 IAC 6-1-0.5, regarding definitions pertaining to titles, in accordance with IC 9-17. Adds 140 IAC 6-1-2.5, regarding title application contents, in accordance with IC 9-17-2-8 and IC 9-17-2-10. Amends 140 IAC 6-1-21, regarding stop title orders, in accordance with IC 9-17-2-10. Adds 140 IAC 6-1-23, regarding vehicles classified as junk, in accordance with IC 9-14-2-2. Amends 140 IAC 7-1.1-1, regarding definitions, in accordance with IC 9-14-2-2. Adds 140 IAC 7-1.1-5, regarding renewing and obtaining duplicate credentials by mail or electronic service, in accordance with IC 9-24-12-5. Amends 140 IAC 7-3-4, regarding United States Department of Transportation approval for background checks for hazardous materials endorsements, in accordance with IC 9-24-6. Amends 140 IAC 7-3-6.5, regarding physical requirements for commercial driver's licenses, in accordance with IC 9-24-6-2. Amends 140 IAC 7-3-7, regarding the contents of commercial driver's licenses, in accordance with IC 9-24-6-2. Amends 140 IAC 7-3-17.5, regarding renewal of commercial driver's licenses, in accordance with IC 9-24-6-2. Adds 140 IAC 8-3-0.5, regarding definitions, in accordance with IC 9-14-2-2. Adds 140 IAC 8-3-1.2, regarding service charges for exchanging a previously issued license plate, in accordance with IC 9-14-2-2. Amends 140 IAC 8-3-11, regarding excise tax service fees, in accordance with IC 9-29. Amends 140 IAC 8-3-15, regarding transfer of registration charges, in accordance with IC 9-29-3-19 and IC 9-29-3-22. Amends 140 IAC 8-3-18, regarding amended and duplicate driver's licenses, in accordance with IC 9-29. Amends 140 IAC 8-3-22, regarding duplicate vehicle and watercraft title charges, in accordance with IC 9-29. Amends 140 IAC 8-3-26, regarding delinquent registration charges and extending the expiration date for registrations, in accordance with IC 9-29. Amends 140 IAC 8-3-27, regarding delinquent driver's license charges, in accordance with IC 9-29. Amends 140 IAC 8-3-29, regarding deposit of fees into the license branch fund, in accordance with IC 9-30-12-5. Amends 140 IAC 9-4-3.5, regarding motorboat registration requirements, in accordance with IC 9-31-1-5. Repeals 140 IAC 2-1-13, regarding exchange of previously issued license plates, in accordance with IC 9-14-2-2. Repeals 140 IAC 2-3-6, regarding display of permit, in accordance with IC 9-18-7-1.5. Repeals 140 IAC 4-3-1, regarding the vision test chart, in accordance with IC 9-24-10. Repeals 140 IAC 6-1-2, regarding contents of an application for title, in accordance with IC 9-14-2-2. Repeals 140 IAC 6-1-3, regarding requirements for changing names listed on titles. Repeals 140 IAC 6-1-5, regarding requirements for a vehicle body change title, in accordance with IC 9-14-2-2. Repeals 140 IAC 7-3-16.5, regarding commercial driver's license exemptions, in accordance with IC 9-14-2-2. Repeals 140 IAC 8-3- 4, regarding speed title requirements, in accordance with IC 9-14-2-2. Effective 30 days after filing with the Publisher.
