Emergency Rule

Temporarily adds rules concerning scratch-off game number 0327. Statutory authority:
IC 4-30-3-9. Effective March 29, 2012.
SECTION 1. The name of scratch-off game number 0327 is "$500 GRAND".
SECTION 2. Tickets in scratch-off game number 0327 shall sell for ten dollars ($10) per ticket, unless otherwise adjusted by temporary price reductions or other promotional activities conducted or authorized by the commission.
SECTION 3. Each ticket in scratch-off game number 0327 shall include five (5) separate and independent game areas labeled "GAME 1", "GAME 2", "GAME 3", "GAME 4", and "BONUS". Each game area is played separately and the play symbols and prize symbols in one (1) game area cannot be used as play or prize symbols in another game area.
SECTION 4. (a) Each ticket in scratch-off game number 0327 shall contain thirty-four (34) play symbols. The possible play symbols for each game area is [sic, are] as follows:

(3) "GAME 3" play/prize symbols include:
(4) "GAME 4" play symbols include:
(5) "BONUS " play symbols include:
(b) Each ticket in scratch-off game number 0327 shall contain a total of twenty-four (24) prize symbols in which each prize symbol will include a caption that corresponds with and verifies the prize symbol as follows:
(c) If a question arises as to a play or prize symbol, the caption that corresponds with the play or prize symbol will be used for final clarification.
SECTION 5. The:
(1) retailer validation code;
(2) game/pack/ticket number; and
(3) validation number;
that appears [sic, appear] on each ticket 327 are for commission or retailer use only and cannot be used or played as a play or prize symbol to win a prize.
SECTION 6. (a) To play a ticket in scratch-off game number 0327, the ticket must be validly purchased and the scratch-off material covering the game play data area must be fully removed.
(b) For the game area labeled "GAME 1", if two (2) matching play symbols are revealed, then the ticket may be redeemed for a prize in the amount represented by the corresponding prize symbol.
(c) For the game area labeled "GAME 2", if two (2) matching play symbols are revealed in single row, the ticket may be redeemed for a prize in the amount represented by the prize symbol that is located in that row.
(d) For the game area labeled "GAME 2", if a "
" (STAR) play symbol is revealed in any individual game area, the ticket may be redeemed for a prize in the amount represented by the prize symbol that is located in that row.
(e) For the game area labeled "GAME 3", if three (3) matching play/prize symbols are revealed, then the ticket may be redeemed for a prize in the amount represented by the matching play/prize symbols.
(f) For the game area labeled "GAME 3", if two (2) like play symbols and a "
" (Double) play symbol are revealed, the ticket may be redeemed for a prize two (2) times the amount represented by the two (2) matching play/prize symbols.
(g) For the game area labeled "GAME 4", if a play symbol in the "YOUR NUMBERS" area matches either play symbol in the "WINNING NUMBERS" area, then the ticket may be redeemed for a prize in the amount represented by the prize symbol that is located below and that corresponds with the matching play symbol.
(h) For the game area labeled "GAME 4", if a "
" (COIN) play symbol is revealed, then the ticket may be redeemed for double (2x) the amount represented by the prize symbol located below and corresponding with that play symbol.
(i) For the game area labeled "BONUS", if a "
" (MONEYBAG) play symbol is revealed, then the ticket may be redeemed for a prize in the amount of fifty dollars ($50).
SECTION 7. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:
Total value of all prizes*: $14,694,895
Print quantity: 2,058,350
(b) The number of prizes and the estimated odds provided in subsection (a) are calculated based on total print quantity of tickets. The actual number of prizes and the chances of winning a prize will vary depending on the actual quantity of tickets printed and as prizes are claimed.
(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).
(d) Five hundred and sixty thousand dollars ($560,000) in prizes to be awarded through the Hoosier Lottery's $500 GRAND 2nd Chance Promotion. The value of the 2nd chance prizes are included in the total value of prizes, but are not reflected in odds calculations.
SECTION 8. The $500 GRAND 2nd Chance Promotion Rules adopted by Hoosier Lottery February 14, 2012, are hereby incorporated by reference and shall govern the conduct of the Hoosier Lottery $500 GRAND 2nd Chance promotion. The incorporated document is available for public view at www.hoosierlottery.com. A copy of the rules may be obtained at Hoosier Lottery Headquarters at 1302 N. Meridian Street, Indianapolis, Indiana.
SECTION 9. This document expires sixty (60) days after the last claim date established for scratch-off game 0327.
