FOR: PARDON FOR CHARLES DOUGHERTY
TO ALL TO WHOM THESE PRESENTS MAY COME, GREETINGS;
WHEREAS, CHARLES DOUGHERTY, who petitioned for a pardon, was convicted in 1998 – 2000 in Tippecanoe County of Theft, Minor Consumption, and Public Intoxication, for which he served his sentence without incident or violation of parole; and
WHEREAS, the petitioner, who successfully served his sentence, is now a 33 year-old man who has been a productive member of society and has, since these instant offenses, lived a law-abiding life; and
WHEREAS, the petitioner honorably served our nation in Operation Iraqi Freedom and Operation Enduring Freedom, seeks to further his career as a Foreign Service Officer; and
WHEREAS, the petitioner earned his Bachelor's of Science in Industrial Distribution as well as a Master's of Business Administration seeks to further his career; and
WHEREAS, numerous letters of support urging the Governor to grant this Pardon and readily admits his past indiscretions were due to immaturity and thoughtlessness and the result of a poor practical joke; and
WHEREAS, the Parole Board, after careful investigation and examination of all the facts in this case, has unanimously recommended to the Governor that this pardon be granted.
NOW THEREFORE, I, Mitchell E. Daniels, Jr., Governor of the State of Indiana, by virtue of the authority vested in me by the Constitution and the laws of said State do hereby issue a Pardon to CHARLES DOUGHERTY.
IN TESTIMONY WHEREOF, I, Mitchell E. Daniels, Jr., have hereunto set my hand and caused to be affixed the Great Seal of the State of Indiana on this 23rd day of November, 2011.
