Under IC 4-22-2-24, notice is hereby given that on June 28, 2011, at 9:30 a.m., at the Indiana Government Center South, 402 West Washington Street, Room W064, Indianapolis, Indiana, the Manufactured Home Installer Licensing Board will hold a public hearing on proposed amendments to 879 IAC 1-6-6, 879 IAC 1-6-8, and 879 IAC 1-7-2 regarding education providers, 879 IAC 1-8 and 879 IAC 1-9 regarding continuing education, and 879 IAC 1-1-6 regarding definitions and new section, 879 IAC 1-1-7, to define "mobile home".
The Manufactured Home Installer Licensing Board has the authority to adopt rules under IC 25-23.7-3-8(2), which explicitly states the board shall promulgate rules regarding licensed installers. The proposed rule amends 879 IAC 1-6-6, 879 IAC 1-6-8, and 879 IAC 1-7-2 regarding requirements for providers of licensing education and continuing education and 879 IAC 1-8 regarding continuing education requirements for manufactured home installers. It also adds 879 IAC 1-1-7 to define "mobile home" and amends the definition of manufactured home in 879 IAC 1-1-6. Lastly, it amends 879 IAC 1-9 regarding distance learning continuing education for manufactured home installers. The proposed rule clarifies many items in the current rule language as well as lessens the CE hours required by the licensee. The intended result is increased efficiencies and correct interpretation of the Code by the public. Education providers will no longer have to renew on an annual basis. This will reduce time and costs on the parts of the provider as well as the IPLA staff. The reduced number of continuing education hours required by licensees will alleviate cost and time burdens on the licensee while still enabling them to be informed and well-educated on their profession. The intended result of this is increased quality work output by licensees. This proposed rule will not impose costs on small businesses. There are no new reporting or record keeping requirements for small businesses as a result of the proposed rule.
