EXECUTIVE ORDER: 11-03

FOR: DECLARING A DISASTER EMERGENCY IN NUMEROUS INDIANA COUNTIES DUE TO SEVERE WINTER STORM WITH HEAVY SNOW, FREEZING RAIN AND STRONG WINDS


TO ALL TO WHOM THESE PRESENTS MAY COME, GREETINGS:

WHEREAS, IC 10-14-3-12 provides that the governor shall declare a disaster emergency by executive order if it is determined that a disaster has occurred or that the occurrence or threat of a disaster is imminent; and

WHEREAS, beginning on January 31, 2011 and continuing through February 4, 2011, a severe winter storm with significant amounts of falling snow and ice accompanied by strong winds creating extremely hazardous road conditions across the northern two-thirds of the state and adversely impacted many Indiana counties; and

WHEREAS, this has resulted in the occurrence of widespread and severe damage in the following Indiana counties:

Benton, Boone, Brown, Carroll, Cass, Clay, Clinton, Decatur, Delaware, Fayette, Fountain, Franklin, Grant, Greene, Hamilton, Hancock, Hendricks, Henry, Jay, Madison, Marion, Monroe, Montgomery, Morgan, Owen, Parke, Putnam, Randolph, Ripley, Rush, Shelby, Starke, Sullivan, Tipton, Union, Vermillion, Vigo, Warren, and Wayne; and

WHEREAS, the entire State of Indiana experienced catastrophic ice accumulations, blizzard conditions and high winds. The State Emergency Operations Center was activated and the Indiana National Guard was placed on State Active Duty; and

WHEREAS, cascading power outages began on the evening of January 31, 2011, impacting 90,000 households. These power outages exhausted local resources and capabilities which forced the state to seek out additional resources from alternate suppliers; and

WHEREAS, this severe winter storm resulted in many traffic accidents, displaced residents and stranded motorists. Under the hazardous winter temperatures, the storm system produced or threatened injury or loss of life and property in Indiana requiring emergency action.

NOW, THEREFORE, I, Mitchell E. Daniels, Jr., by virtue of the authority vested in me as Governor of the State of Indiana, do hereby:

DECLARE that a state of disaster emergency occurred on January 31, 2011.

ORDER that this executive order declaring the existence of a state of disaster emergency previously activated the disaster response and recovery aspects of the state, local, and inter-jurisdictional disaster emergency plans applicable to the affected counties, or other political subdivisions; and

ORDER the Indiana Department of Homeland Security, having already begun implementation of the State Emergency Plan, to provide needed emergency services, to the damaged areas impacted by this disaster emergency.

This declaration of disaster emergency was in effect beginning January 31, 2011 until February 5, 2011.
