Under IC 4-22-2-24, notice is hereby given that on April 7, 2011, at 10:00 a.m. EDT, at the Indiana Government Center South, 302 West Washington Street, Conference Center Room 5, Indianapolis, Indiana, the Indiana Emergency Medical Services Commission will hold a public hearing on a proposed rule that amends 836 IAC to add provisions concerning trauma protocols for field triage and transportation decision making.
There is no fiscal impact for this rule because the rule impacts emergency medical services providers by requiring them to have their medical director draft trauma protocols for field triage and transportation decision making and all EMS providers who do transport are required under current Indiana Emergency Medical Services Commission rules to have a medical director who is required to draft other operational protocols. The drafting of this additional protocol will not require any additional fiscal resources for any provider, in part because a sample template has been made available by the Indiana Emergency Medical Services Commission to all providers and their medical directors. The proposed rule amendments will impose no costs on any regulated entity because the rule impacts emergency medical services providers by requiring them to have their medical director draft trauma protocols for field triage and transportation decision making and all EMS providers who do transport are required under current Indiana Emergency Medical Services Commission rules to have a medical director who is required to draft other operational protocols. The drafting of this additional protocol will not require any additional fiscal resources for any provider, in part because a sample template has been made available by the Indiana Emergency Medical Services Commission to all providers and their medical directors. The purpose of the rule is to comply with the requirements of IC 16-31-2-7(4) which requires the Indiana Emergency Medical Services Commission to adopt rules concerning triage and transportation protocols for the transportation of trauma patients consistent with the field triage decision scheme of the American College of Surgeons Committee on Trauma. The Indiana Emergency Medical Services Commission has authority to adopt this rule under IC 16-31-2-7.
