Under 42 CFR 440.305(d), 42 CFR 447.76(c), and 42 CFR 447.205, notice is hereby given that on March 23, 2011, at 1:00 p.m., at the Indiana Government Center South, 402 West Washington Street, Conference Center Room 12, Indianapolis, Indiana, the Indiana Family and Social Services Administration will hold a public hearing on a Medicaid State Plan Amendment (SPA) submission to the Centers for Medicare and Medicaid Services that will add the Healthy Indiana Plan (HIP) to Indiana's State Plan as the benchmark benefit package. This SPA submission requests an effective date of January 1, 2014, and seeks federal approval to use HIP to cover the population that will be newly eligible for Medicaid.

The state will identify individuals under 21 years of age who qualify for Early and Periodic Screening, Diagnosis and Treatment (EPSDT) services and assures that EPSDT services will be provided to those individuals who qualify, as per attachment 3.1C of the State Plan Amendment. In addition, if there is a recognized tribal nation in Indiana at some point in the future, the state assures that required services will be provided to qualified individuals. The methods and standards for payment are consistent with the current program: not less than the federal Medicare reimbursement rate for the services provided or at a rate of 130% of the Medicaid reimbursement rate for a service that does not have a Medicare reimbursement rate.
