Under IC-4-22-2-24, notice is hereby given that on March 10, 2011, at 9:30 a.m. ET, at the Indiana Government Center South, 402 West Washington Street, Fourth Floor, Conference Room 4 East, Indianapolis, Indiana, the Office of the Children's Health Insurance Program will hold a public hearing on a proposed rule to amend 407 IAC 1-1-11, 407 IAC 1-2-1, 407 IAC 1-2-2, 407 IAC 1-4-1, 407 IAC 1-6-2, 407 IAC 2-3-1, 407 IAC 2-4-2, 407 IAC 3-3-2, 407 IAC 3-10-1, 407 IAC 3-10-2, and 407 IAC 3-13-1 to make various changes to the Children's Health Insurance Program rules.
In accordance with public notice requirements established at IC 4-22-2-24(d), the Indiana Family and Social Services Administration, Office of the Children's Health Insurance Program publishes this notice of proposed changes to the Program (CHIP). Many of the proposed amendments to Title 407 are technical in nature and reflect current program procedure or anticipated changes, or both, to the Hoosier Healthwise program. These anticipated changes are being made in association with the recent reprocurement of managed care services (RFS #10-40) for Hoosier Healthwise and the Indiana Check-Up Plan. The reasons for all of these amendments to Title 407 are an expectation for improved efficiencies, an improved experience for CHIP members, streamlined procedures for Hoosier Healthwise managed care vendors (which serve both CHIP and Medicaid populations and Indiana Check-Up Plan populations) and administrative simplification for program staff. Beneficiaries will benefit from coverage of nonlegend drugs (that is, over-the-counter drugs with a physician's order) on the Medicaid nonlegend drug formulary and preferred drug list. The CHIP program will also see reduced costs when less expensive nonlegend drugs are substituted for more expensive legend drugs and by requiring prior authorization of brand name drugs.
All parties interested in the rule are invited to attend the hearing and offer public comments. In lieu of attendance at the hearing, written comments may be directed to IFSSA, Attention: Kevin Wild, 402 West Washington Street, Room W451, Indianapolis, Indiana 46204. Correspondence should be identified in the following manner: "COMMENT RE: LSA DOCUMENT #10-420 PROPOSED CHIP OVERHAUL". Written comments timely received will be made available for public display at the Office of Medicaid Policy and Planning, 402 West Washington Street, Room W382, Indianapolis, IN 46204.
