Under IC 4-22-2-24, notice is hereby given that on January 20, 2011, at 10:00 a.m., at the Indiana State Library, History Reference Room 211, 315 West Ohio Street, Indianapolis, Indiana, the Indiana State Board of Education will hold a public hearing on proposed changes to 511 IAC to amend and add to 511 IAC to require a reading plan for Indiana schools, to amend 511 IAC 6.1-5-2.6 to include the utilization of the reading framework adopted by the state board of education as a portion of the required elementary curriculum, to add 511 IAC 6.2-3.1 to define and require elementary schools to submit a reading plan, to add 511 IAC 6.2-3.1-1 to provide definitions that apply throughout the rule, to add 511 IAC 6.2-3.1-2 to require elementary schools to submit a reading plan to the department, to add 511 IAC 6.2-3.1-3 to define the components of the reading plan, including measurable student achievement goals for each grade level and the retention of a student in third grade who does not have a passing score on the reading portion of the grade 3 English/language arts ISTEP+, to add 511 IAC 6.2-3.1-4 to define reading instruction requirements, and to add 511 IAC 6.2-3.1-5 to require specific intervention prior to the third grade determination and specific intervention if a student is retained at the third grade reading level.
The proposed rule amendments would not impose requirements or costs under IC 4-22-2-24(d)(3).
Copies of these rules are now on file at the Indiana Department of Education, 151 West Ohio Street and Legislative Services Agency, Indiana Government Center North, 100 North Senate Avenue, Room N201, Indianapolis, Indiana and are open for public inspection.
