Under IC 4-22-2-24, notice is hereby given that on October 29, 2010, at 10:00 a.m., at the Indiana Department of Education Riley Room, 151 West Ohio Street, Indianapolis, Indiana, the Indiana State Board of Education will hold a public hearing on proposed changes to Title 511 of the Indiana Administrative Code to establish accountability measures for school performance and improvement, to require the state board of education to direct the department to conduct quality review of schools subject to IC 20-31-9-3 and allow the department to enter a memorandum of agreement with an affected school corporation, to require the state board to hold a public hearing to hear testimony on possible intervention options and allow the state board to implement one or more described intervention options, to establish the powers of an outside manager appointed by the board to operate all or part of a school and allow the department to withhold state and federal funds to direct toward instruction for eligible pupils, to require the school corporations to continue debt service, transportation, food service, capital projects or other services, and to establish outside manager employment requirements and employee benefits.

The proposed rule amendments would not impose requirements or costs under IC 4-22-2-24(d)(3).
