Emergency Rule

Temporarily adds rules concerning scratch-off game number 212. Statutory authority: IC 4-30-3-9. Effective May 13, 2010.


SECTION 1. The definitions in this document apply only to scratch-off game number 212.

SECTION 2. "Scratch-off game" means a lottery game that offers preprinted lottery tickets on which a covering on the front of the ticket is rubbed off, and one (1) or more tabs on the back of the ticket are opened to reveal immediately whether the player has won a prize.

SECTION 3. "Game play data area" means:
(1) an area on the front of a ticket with a latex covering, which can be rubbed off to reveal one (1) or more play symbols and play symbol captions; or
(2) an area on the back of a ticket covered with one (1) or more tabs, which can be removed to reveal one (1) or more play symbols.

SECTION 4. The name of scratch-off game number 212 is "$100 GRAND DOUBLE PLAY".

SECTION 5. Tickets in scratch-off game number 212 shall sell for five dollars ($5) per ticket, unless otherwise adjusted by temporary price reductions or other promotional activities conducted or authorized by the commission.

SECTION 6. Scratch-off game number 212 is a two-sided ticket with game play data areas on both sides. Three (3) independent scratch-off games are located on the front of the ticket, and six (6) independent pull-tab games are located on the back of the ticket. Each game area is played separately and the play symbols, and prize symbols in a game area cannot be used as play symbols or prize symbols in another game area.

SECTION 7. (a) Each ticket in scratch-off game number 212 shall contain a total of twenty-nine (29) play symbols.

(b) On the front of the ticket, four (4) play symbols shall be located in the area labeled "LUCKY NUMBERS" and eighteen (18) play symbols shall be located in the area labeled "YOUR NUMBERS". The available play symbols in this game play data area, including play symbol captions, are as follows:

(c) On the front of the ticket, one (1) play symbol shall be located in the area labeled "FAST $50". The available play symbols in this game play data area, including play symbol captions, are as follows:

(d) On the front of the ticket, one (1) play symbol shall be located in the area labeled "FAST $100". The available play symbols in this game play data area, including play symbol captions, are as follows:

(e) On the back of the ticket, eighteen (18) play symbols shall be located on the back of the ticket arranged in a matrix of six (6) rows and three (3) columns. Each row shall be covered with a tab. The available play symbols in this game play data area are as follows:

(f) If a question arises as to a play symbol, the play symbol caption will be used for final clarification.

SECTION 8. (a) Each ticket in scratch-off game number 212 shall contain a total of eighteen (18) prize symbols located beneath and corresponding with each play symbol in the game play data area labeled "YOUR NUMBERS".

(b) Each prize symbol includes a caption that corresponds with and verifies the prize symbol as follows:

(c) If a question arises as to a prize symbol, the prize symbol caption will be used for final clarification.

SECTION 9. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 10. Neither the retailer validation code, the game/pack/ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

SECTION 11. A prize winner in scratch-off game number 212 is determined by removing the scratch-off material from the game play data areas on the front of the ticket and opening the six (6) tabs located in the game play data areas on the back of the ticket, revealing a total of sixty (60) play and prize symbols. A prize is won in one (1) of the following manners:
(1) On the front of the ticket, if any of the play symbols in the game play data area labeled "YOUR NUMBERS" match any of the play symbols in the game play data area labeled "LUCKY NUMBERS", the ticket holder is entitled to win the prize appearing below and corresponding with the matching play symbol.
(2) On the front of the ticket, if the "065100340ERA07.jpg" (DOUBLE DOLLAR SIGN) play symbol is revealed in the game play data area labeled "YOUR NUMBERS", the ticket holder is entitled to win double the prize appearing below and corresponding with the "065100340ERA07.jpg" (DOUBLE DOLLAR SIGN) symbol.
(3) On the front of the ticket, if the "065100340ERA08.jpg" (STACK OF CASH) play symbol is revealed in the game play data area labeled "FAST $50", the ticket holder is entitled to win fifty dollars ($50).
(4) On the front of the ticket, if the "065100340ERA09.jpg" (BAG OF CASH) play symbol is revealed in the game play data area labeled "FAST $100", the ticket holder is entitled to win one hundred dollars ($100).
(5) On the back of the ticket, if all three (3) play symbols appearing under a single tab match, then the ticket holder is entitled to win a prize according to following:
(A) If the three (3) matching play symbols are "065100340ERA10.jpg" (STAR) play symbols, then the ticket holder is entitled to win five hundred dollars ($500).
(B) If the three (3) matching play symbols are "065100340ERA11.jpg" (CLOVER) play symbols, then the ticket holder is entitled to win one hundred dollars ($100).
(C) If the three (3) matching play symbols are "065100340ERA12.jpg" (HORSESHOE) play symbols, then the ticket holder is entitled to win twenty dollars ($20).
(D) If the three (3) matching play symbols are "065100340ERA13.jpg" (POT OF GOLD) play symbols, then the ticket holder is entitled to win ten dollars ($10).
(E) If the three (3) matching play symbols are "065100340ERA14.jpg" (BELL) play symbols, then the ticket holder is entitled to win five dollars ($5).

SECTION 12. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes*: $9,201,200
Prize payout: 69.71%
Overall odds: 1 in 4.20
Approximate print quantity: 2,640,000 (-3%/+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) are calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (3%) to plus one percent (1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 13. Prizes subject to prior sales. The availability of tickets for sale in scratch-off game number 212 depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing, and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(a).

SECTION 14. If the director determines an end date for scratch-off game number 212, under 65 IAC 4-2-3, tickets may remain on sale during the game closing process, even if all prizes of one hundred thousand dollars ($100,000) have been claimed. Scratch-off game number 212 may be closed prior to all prizes being awarded.

SECTION 15. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 212, "$100 GRAND DOUBLE PLAY" to the extent that those rules are not in conflict with this document.

SECTION 16. This document expires sixty (60) days after the last claim date in scratch-off game 212.
