TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 201. Statutory authority: IC 4-30-3-9. Effective April 15, 2010.


SECTION 1. The name of scratch-off game number 201 is "The Price Is Right".

SECTION 2. Tickets in scratch-off game number 201 shall sell for five dollars ($5) per ticket, unless otherwise adjusted by temporary price reductions or other promotional activities conducted or authorized by the commission.

SECTION 3. Each ticket in scratch-off game number 201 shall include four (4) separate and independent game areas labeled "WHAT'S UP FOR BID", "PLINKO", "SPIN THE WHEEL", and "SHOWCASE SHOWDOWN". Each game area is played separately and the play symbols and prize symbols in one (1) game area cannot be used as play or prize symbols in another game area.

SECTION 4. (a) Each ticket in scratch-off game number 201 shall contain sixty-three (63) play symbols and includes a caption that corresponds with and verifies the play symbol as follows:
(1) "WHAT'S UP FOR BID" shall contain thirty (30) play symbols with ten (10) play symbols located in each game area arranged to represent two (2) four (4) digit dollar amounts with the comma (,) play symbol. The "WHAT'S UP FOR BID" play symbols may include:

(2) "PLINKO" play symbols include:

(3) "SPIN THE WHEEL" play symbols include:

(4) "SHOWCASE SHOWDOWN" shall contain twenty-four (24) play symbols with twelve (12) play symbols located in each game area arranged to represent five (5) digit dollar amounts with the comma (,) play symbol. The "SHOWCASE SHOWDOWN" play symbols may include:

(b) Each ticket in scratch-off game number 201 shall contain a total of twenty (20) prize symbols in which each prize symbol will include a caption that corresponds with and verifies the prize symbol as follows:
(1) "WHAT'S UP FOR BID" shall contain three (3) prize symbols which may include:

(2) "PLINKO" shall contain eight (8) prize symbols which may include:

(3) "SPIN THE WHEEL" shall contain seven (7) prize symbols which may include:

(4) "SHOWCASE SHOWDOWN" shall contain two (2) prize symbols which may include:

(c) If a question arises as to a play or prize symbol, the caption that corresponds with the play or prize symbol will be used for final clarification.

SECTION 5. Each ticket in scratch-off game number 201 shall contain a retailer validation code in the game play data area. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 6. The:
(1) retailer validation code;
(2) game/pack/ticket number; and
(3) validation number;
are for commission or retailer use only and cannot be used or played as a play or prize symbol to win a prize.

SECTION 7. (a) To play a ticket in scratch-off game number 201, the ticket must be validly purchased and the scratch-off material covering the game play data area must be fully removed.

(b) For the game are [sic] labeled "WHAT'S UP FOR BID", if "YOUR BID" matches the "ACTUAL RETAIL PRICE" in the same game, the ticket holder is entitled to win a prize in the amount represented by the prize symbol that is located to the right of and corresponding with the matching bids.

(c) For the game area labeled "PLINKO", if the "065100235ERA10.jpg" (CHIP) play symbol is revealed, the ticket holder is entitled to win a prize in the amount represented by the prize symbol that is located below and corresponding with the play symbol.

(d) For the game area labeled "SPIN THE WHEEL", if the "065100235ERA11.jpg" (ARROW) play symbol is revealed directly next to a dollar amount and valid prize symbol, the ticket holder is entitled to win a prize in the amount represented by the prize symbol that is located next to and corresponding with the play symbol.

(e) For the game area labeled "SHOWCASE SHOWDOWN", if "YOUR BID" is less than the "ACTUAL PRICE" within the same "SHOWCASE", the ticket holder is entitled to win a prize in the amount represented by the prize symbol that is located below and corresponding with the "SHOWCASE".

(f) For the game are [sic] labeled "SHOWCASE SHOWDOWN", if "YOUR BID" matches the "ACTUAL PRICE", the ticket holder is entitled to win both prize amounts represented by the two (2) prize symbols located within the "SHOWCASE SHOWDOWN" game area.

SECTION 8. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes*: $11,708,900
Prize payout: 69.70%
Overall odds: 1 in 4.22
Approximate print quantity: 3,360,000 (+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) are calculated based on an approximate total print quantity of tickets. The actual quantity of tickets printed will vary from three million three hundred sixty thousand (3,360,000) tickets to plus one percent (+1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.

(c) If the print quantity of tickets is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes to the quantity of tickets printed will be proportionately maintained so that the overall odds and prize payout percentage will reasonably approximate the values provided in subsection (a).

SECTION 9. Prize availability is subject to demand for the game. The availability of tickets for sale depends on retailer orders for tickets and not all tickets may be made available for sale prior to game closing. Packs of tickets delivered to a retailer may be returned to the commission under 65 IAC 3-4-1(a) and any ticket returned to the commission may not subsequently be made available for sale.

SECTION 10. If the director determines an end date for a scratch-off game under 65 IAC 4-2-3, tickets in that game may remain on sale during the game closing process even if all prizes have been claimed. The game may be closed prior to all prizes being awarded.

SECTION 11. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 201, "The Price Is Right".

SECTION 12. This document expires sixty (60) days after the last claim date established for scratch-off game 201.
