TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 210. Statutory authority: IC 4-30-3-9. Effective March 25, 2010.


SECTION 1. The name of the scratch-off game number 210 is "$50,000 BINGO DOUBLER".

SECTION 2. Tickets in scratch-off game number 210 shall sell for three dollars ($3) per ticket, unless otherwise adjusted by temporary price reductions or other promotional activities conducted or authorized by the commission.

SECTION 3. Scratch-off game number 210 includes four (4) separate and independent game areas labeled "CARD 1", "CARD 2", "CARD 3", and "CARD 4". Each game area is played separately and the play symbols and prize symbols in one (1) game area cannot be used as play or prize symbols in another game area.

SECTION 4. (a) Each ticket in scratch-off game number 210 shall contain a total of one hundred thirty-five (135) play symbols.

(b) Thirty (30) play symbols appear in the area labeled "CALLER'S CARD" and are organized in a matrix of three (3) rows and ten (10) columns. Five (5) play symbols appear in the area labeled "BONUS NUMBERS". The available play symbols appearing in the "CALLER'S CARD" area and the "BONUS NUMBERS" area are as follows:

(c) One hundred (100) play symbols appear in the four (4) "BINGO CARD" areas. Twenty-five (25) play symbols are located in each game area and are organized in matrices of five (5) rows and five (5) columns. The available play symbols appearing in the five (5) "BINGO CARD" areas are as follows:

SECTION 5. Each ticket in scratch-off game number 210 shall contain a retailer validation code in the game play data area. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 6. The:
(1) retailer validation code;
(2) game/pack/ticket number; and
(3) validation number;
are for commission or retailer use only and cannot be used or played as a play or prize symbol to win a prize.

SECTION 7. (a) To play a ticket in scratch-off game number 210, the ticket must be validly purchased and the scratch-off material covering the "CALLER'S CARD" and "BONUS NUMBERS" game data areas must be fully removed.

(b) A prize is won if the play symbols revealed in the "CALLER'S CARD" play area match the play symbols in a "BINGO CARD" play area and the matching play symbols, when combined with any "FREE" spaces on the "BINGO CARD" play area form one (1) of the following patterns:
(1) Five (5) matching play symbols to complete a vertical, horizontal, or diagonal line. The "FREE SPACE" play symbol may be used to complete the line pattern.
(2) One (1) matching play symbol appears in each corner to complete a four (4) corner pattern.
(3) Nine (9) matching play symbols and "FREE" space arranged diagonally from corner to corner in the form of an "X" pattern.

(c) If the matching play symbols or "FREE" spaces follow the pattern described in (b)(1) of this section [subsection (b)(1)], then the prize won will be:
(1) Three dollars ($3) if appearing in the game area labeled "CARD 1".
(2) Four dollars ($4) if appearing in the game area labeled "CARD 2".
(3) Five dollars ($5) if appearing in the game area labeled "CARD 3".
(4) Ten dollars ($10) if appearing in the game area labeled "CARD 4".

(d) If the matching play symbols follow the pattern described in (b)(2) of this section [subsection (b)(2)], then the prize won will be:
(1) Five dollars ($5) if appearing in the game area labeled "CARD 1".
(2) Ten dollars ($10) if appearing in the game area labeled "CARD 2".
(3) Twenty dollars ($20) if appearing in the game area labeled "CARD 3".
(4) Fifty dollars ($50) if appearing in the game area labeled "CARD 4".

(e) If the matching play symbols or "FREE" spaces follow the pattern described in (b)(3) of this section [subsection (b)(3)], then the prize won will be:
(1) Fifty dollars ($50) if appearing in the game area labeled "CARD 1".
(2) One hundred dollars ($100) if appearing in the game area labeled "CARD 2".
(3) One thousand dollars ($1,000) if appearing in the game area labeled "CARD 3".
(4) Fifty thousand dollars ($50,000) if appearing in the game area labeled "CARD 4".

(f) If the "065100178ERA04.jpg" (MONEY BAG) play symbol is revealed within any of the above referenced winning patterns, the ticket holder is entitled to win double the prize amount corresponding with the winning pattern the play symbol is located in.

SECTION 8. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes*: $8,210,400
Prize payout: 67.08%
Overall odds: 1 in 3.72
Approximate print quantity: 4,080,000 (-3%/+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) are calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (3%) to plus one percent (1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of the tickets.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 9. Prizes are subject to prior sales. The availability of tickets for sale in scratch-off game number 210 depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(a).

SECTION 10. If the director determines an end date for scratch-off game number 210, under 65 IAC 4-2-3, tickets may remain on sale during the game closing process even if all prizes have been claimed. The game may be closed prior to all prizes being awarded.

SECTION 11. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 210, "$50,000 BINGO DOUBLER".

SECTION 12. This document expires sixty (60) days after the last claim date in scratch-off game 210.
