TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 196. Statutory authority: IC 4-30-3-9. Effective November 12, 2009.


SECTION 1. The name of the scratch-off game number 196 is "2010 DOUBLER".

SECTION 2. Tickets in scratch-off game number 196 shall sell for one dollar ($1) per ticket.

SECTION 3. (a) Each ticket in scratch-off game number 196 shall contain a total of six (6) play/prize symbols.

(b) Each play/prize symbol includes a caption that corresponds with and verifies the play/prize symbols as follows:

(c) If a question arises as to the play/prize symbol, the play/prize symbol caption will be used for final clarification.

SECTION 4. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 5. Neither the retailer validation code, the game/pack/ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

SECTION 6. A prize winner in scratch-off game number 196 is determined by removing the scratch-off material from the play/prize area, revealing a total of six (6) play/prize symbols. If three (3) matching play/prize symbols are revealed, the ticket holder is entitled to win that amount. If two (2) matching play/prize symbols and a "065090913ERA03.jpg" (DOUBLER) symbol are revealed, the ticket holder is entitled to win double that amount instantly.

SECTION 7. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes*: $2,009,140
Prize payout: 59.80%
Overall odds: 1 in 4.68
Approximate print quantity: 3,360,000 (-3%/+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) is [sic, are] calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (3%) to plus one percent (1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 8. Prizes are subject to prior sales. The availability of tickets for sale depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 9. If the director determines an end date for scratch-off game number 196 under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process even if all prizes of two thousand and ten dollars ($2,010) have been claimed. Game may be closed prior to all prizes being awarded.

SECTION 10. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 196, "2010 DOUBLER".

SECTION 11. This document expires sixty (60) days after the last claim date in scratch-off game 196.
