TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 150. Statutory authority: IC 4-30-3-9. Effective November 12, 2009.


SECTION 1. The name of scratch-off game number 150 is "$500,000 PAYDAY".

SECTION 2. Tickets in scratch-off game number 150 shall sell for ten dollars ($10) per ticket.

SECTION 3. (a) Each ticket in scratch-off game number 150 shall contain a total of twenty-five (25) play symbols, with five (5) play symbols located in the area labeled "WINNING NUMBERS" and twenty (20) play symbols, located above and corresponding with each prize symbol, in the area labeled "YOUR NUMBERS".

(b) Each play symbol includes a caption that corresponds with and verifies the play symbol as follows:

(c) If a question arises as to a play symbol, the play symbol caption will be used for final clarification.

SECTION 4. (a) Each ticket in scratch-off game number 150 shall contain a total of twenty (20) prize symbols, located beneath and corresponding with each play symbol, in the area labeled "YOUR NUMBERS".

(b) Each prize symbol includes a caption that corresponds with and verifies the prize symbols as follows:

(c) If a question arises as to a prize symbol, the prize symbol caption will be used for final clarification.

SECTION 5. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 6. Neither the retailer validation code, the game/pack/ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

SECTION 7. The scratch-off material must be removed from the game play data area on individual tickets, revealing a total of forty-five (45) play and prize symbols, in order to determine if a ticket is a prize winner. If any of the "YOUR NUMBERS" play symbols match any of the "WINNING NUMBERS" play symbols, the ticket holder is entitled to win the prize shown below and corresponding with the matching play symbol. If the "065090912ERA04.jpg" multiplier symbol is revealed, the ticket holder is entitled to win five (5) times the prize shown below and corresponding with that play symbol. If the "065090912ERA05.jpg" (MONEYBAG) symbol is revealed, the ticket holder is entitled to win the prize shown below and corresponding with that play symbol automatically. If the "065090912ERA06.jpg" (PAYDAY) symbol is revealed, the ticket holder is entitled to win all twenty (20) prizes shown.

SECTION 8. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes*: $8,592,500
Prize payout: 71.60%
Overall odds: 1 in 3.56
Approximate print quantity: 1,200,000 (-3%/+1%)

(b) The approximate number of prizes and estimated odds provided in subsection (a) is [sic, are] calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (-3%) to plus one percent (+1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 9. Prizes are subject to prior sales. The availability of tickets for sale in a scratch-off game depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 10. If the director determines an end date for scratch-off game number 150, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of five hundred thousand dollars ($500,000) have been claimed. Scratch-off game number 150 may be closed prior to all prizes being awarded.

SECTION 11. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 150, "$500,000 PAYDAY".

SECTION 12. This document expires sixty (60) days after the last claim date in scratch-off game 150.
