TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 193. Statutory authority: IC 4-30-3-9. Effective October 22, 2009.


SECTION 1. The name of the scratch-off game is [sic] number 193 is "12 DAYS OF CHRISTMAS".

SECTION 2. Tickets in scratch-off game number 193 shall sell for two dollars ($2) per ticket.

SECTION 3. (a) Each ticket in scratch-off game number 193 shall contain a total of twelve (12) play symbols.

(b) Each play symbol includes a caption that corresponds with and verifies the play symbol as follows:

(c) If a question arises as to the identity of a play symbol, the play symbol caption will be used for final clarification.

SECTION 4. (a) Each ticket in scratch-off game number 193 shall contain a total of twelve (12) prize symbols with one (1) prize symbol located below and corresponding with each play symbol.

(b) Each prize symbol includes a caption that corresponds with and verifies each prize symbol as follows:

(c) If a question arises as to the identity of a prize symbol, the prize symbol caption will be used for final clarification.

SECTION 5. The retailer validation code (for prizes up to five hundred ninety-nine dollars ($599)) verifies instant winners in this game. The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 6. Neither the retailer validation code, the game/pack/ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

SECTION 7. The scratch-off material must be removed from the game play data area on individual tickets, revealing a total of twenty-four (24) play and prize symbols, to determine if a ticket is a prize winner. If the "065090862ERA04.jpg" symbol is revealed, the ticket holder is entitled to win the corresponding prize shown for that symbol. If the "065090862ERA05.jpg" symbol is revealed, the ticket holder is entitled to win double the corresponding prize shown for that play symbol. If the "065090862ERA06.jpg" symbol is revealed, the ticket holder is entitled to win triple the corresponding prize shown for that play symbol. If the "065090862ERA07.jpg" (HOLLY) symbol is revealed, the ticket holder is entitled to win all twelve (12) prizes shown.

SECTION 8. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes*: $6,521,000
Prize payout: 64.69%
Overall odds: 1 in 4.45
Approximate print quantity: 5,040,000 (-3%/+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) are calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (-3%) to plus one percent (+1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.

(c) If the print quantity of tickets is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 9. Prizes are subject to prior sales. The availability of tickets for sale in a scratch-off game depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 10. If the director determines an end date for scratch-off game number 193, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of twenty thousand dollars ($20,000) have been claimed. Scratch-off game number 193 may be closed prior to all prizes being awarded.

SECTION 11. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 193, "12 DAYS OF CHRISTMAS".

SECTION 12. This document expires sixty (60) days after the last claim date in scratch-off game 193.
