TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 181. Statutory authority: IC 4-30-3-9. Effective October 1, 2009.


SECTION 1. The name of the scratch-off game is "Scratch-off Game Number 181, QUICK $100'S".

SECTION 2. Tickets in scratch-off game number 181 shall sell for five dollars ($5) per ticket.

SECTION 3. Scratch-off game number 181 includes fifteen (15) separate and independent game areas labeled "GAME 1", "GAME 2", "GAME 3", "GAME 4", "GAME 5", "GAME 6", "GAME 7", "GAME 8", "GAME 9", "GAME 10", "GAME 11", "GAME 12", "GAME 13", "GAME 14", and "GAME 15". Each game area is played separately and the play symbols and prize symbols in one (1) game area cannot be used as play symbols or prize symbols in another game area.

SECTION 4. Each ticket in scratch-off game number 181 shall contain a total of forty-five (45) play symbols with three (3) play symbols located in each separate game area. If a question arises as to the identity of a play symbol, the play symbol caption will be used for final clarification. The play symbol captions correspond with and verify the play symbols as follows:

SECTION 5. Each ticket in scratch-off game number 181 shall contain a total of fifteen (15) prize symbols with one (1) prize symbol located in and corresponding with each separate game area. If a question arises as to the identity of a prize symbol, the prize symbol caption will be used for final clarification. Prize symbol captions correspond with and verify each of the prize symbols as follows:

SECTION 6. The retailer validation code (for prizes up to five hundred ninety-nine dollars ($599)) verifies instant winners in this game. The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 7. Neither the retailer validation code, the pack-ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

  

SECTION 8. A prize winner in scratch-off game number 181 is determined by removing the scratch-off material from the game areas revealing a total of sixty (60) play and prize symbols. If one (1) "065090802ERA04.jpg" (five) symbol is revealed within an individual game area, the ticket holder is entitled to win the corresponding prize shown in that game area. If three (3) "065090802ERA04.jpg" (five) symbols are revealed within an individual game area, the ticket holder is entitled to win triple the corresponding prize shown in that game area. If the "065090802ERA05.jpg" (star) symbol is revealed within any game area, the ticket holder is entitled to win one hundred dollars ($100) automatically.

SECTION 9. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes*: $6,272,750
Prize payout: 69.70%
Overall odds: 1 in 3.80
Approximate print quantity: 1,800,000 (-3%/+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) are calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (-3%) to plus one percent (+1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.

(c) If the print quantity of tickets is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 10. Prizes are subject to prior sales. The availability of tickets for sale in a scratch-off game depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 11. If the director determines an end date for scratch-off game number 181, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of one hundred thousand dollars ($100,000) have been claimed. Scratch-off game number 181 may be closed prior to all prizes being awarded.

SECTION 12. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 181, "QUICK $100'S".

SECTION 13. This document expires sixty (60) days after the last claim date in scratch-off game 181.
