TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 164. Statutory authority: IC 4-30-3-9. Effective August 19, 2009.


SECTION 1. The name of scratch-off game number 164 is "BEAT THE DEALER".

SECTION 2. Tickets in scratch-off game number 164 shall sell for one dollar ($1) per ticket.

SECTION 3. Each ticket in scratch-off game number 164 shall contain four (4) separate and independent game areas labeled "HAND 1", "HAND 2", "HAND 3", and "HAND 4". Each game area is played separately and the play symbols and prize symbols in one (1) game area cannot be used as play symbols or prize symbols in another game area.

SECTION 4. (a) Each ticket in scratch-off game number 164 shall contain a total of ten (10) play symbols representing playing cards, which includes two (2) play symbols located in each game area and two (2) play symbols located in the area labeled "DEALER'S HAND".

(b) Each play symbol includes a caption that corresponds with and verifies the play symbol as follows:

(c) If a question arises as to the play symbol, the play symbol caption will be used for final clarification.

SECTION 5. (a) Each ticket in scratch-off game number 164 shall contain a total of four (4) prize symbols, with one (1) prize symbol located below the play symbols in each game area.

(b) Each prize symbol includes a caption that corresponds with and verifies the prize symbol as follows:

(c) If a question arises as to the prize symbol, the prize symbol caption will be used for final clarification.

SECTION 6. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 7. Neither the retailer validation code, the game/pack/ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

SECTION 8. (a) A prize winner in scratch-off game number 164 is determined by removing the scratch-off material from the ticket revealing a total of fourteen (14) play and prize symbols.

(b) For each independent hand, if the sum of the numeric value of the play symbols is greater than the sum of the numeric value of the play symbols appearing in the area labeled "DEALER'S HAND", the ticket holder is entitled to win the corresponding prize shown.

(c) For each independent hand, if the sum of the numeric value of the play symbols is equal to twenty-one (21), the ticket holder is entitled to win double the corresponding prize shown.

(d) If the "065090681ERA04.jpg" (BUST) symbol is revealed in the area labeled "DEALER'S HAND", the ticket holder is entitled to win all four (4) prizes instantly.

(e) If a number appears on the play symbol, then that number is the numeric value of that play symbol. Play symbols bearing the caption JAK, QEN, or KNG all have a numeric value of ten (10). Play symbols bearing the caption ACE have a numeric value of eleven (11).

SECTION 9. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes:$2,010,120
Prize payout: 59.83%
Overall odds: 1 in 4.86
Approximate print quantity: 3,360,000 (-3%/+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) are calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (3%) to plus one percent (1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of the tickets.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 10. Prizes are subject to prior sales. The availability of tickets for sale in scratch-off game number 164 depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 11. If the director determines an end date for scratch-off game number 164 under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process even if all prizes of two thousand one hundred dollars ($2,100) have been claimed. Scratch-off game number 164 may be closed prior to all prizes being awarded.

SECTION 12. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 164, "BEAT THE DEALER".

SECTION 13. This document expires sixty (60) days after the last claim date in scratch-off game 164.
