TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 166. Statutory authority: IC 4-30-3-9. Effective August 19, 2009.


SECTION 1. The name of the scratch-off game number 166 is "Blackjack Doubler".

SECTION 2. Tickets in scratch-off game number 166 shall sell for two dollars ($2) per ticket.

SECTION 3. Scratch-off game number 166 includes four (4) separate and independent game areas labeled "HAND 1", "HAND 2", "HAND 3", and "HAND 4". Each game area is played separately. The play and prize symbols in one (1) game area cannot be used as play or prize symbols in another game area. However, the play symbols in the area labeled "DEALER'S HAND" are used in conjunction with the play symbols in each of the four (4) game areas to determine a winner.

SECTION 4. (a) Each ticket in scratch-off game number 166 shall contain a total of ten (10) play symbols. Two (2) play symbols shall be located in each of the four (4) game areas and two (2) play symbols located in the area labeled "DEALER'S HAND".

(b) Each play symbol includes a caption that corresponds with and verifies the play symbol as follows:

(c) If a question arises as to a play symbol, the play symbol caption will be used for final clarification.

SECTION 5. (a) Each ticket in scratch-off game number 166 shall contain a total of four (4) prize symbols. One (1) prize symbol shall be located below the play symbols in each game area.

(b) Each prize symbol includes a caption that corresponds with and verifies the prize symbol as follows:

(c) If a question arises as to a prize symbol, the prize symbol caption will be used for final clarification.

SECTION 6. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 7. Neither the retailer validation code, the game/pack/ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

SECTION 8. (a) A prize winner in scratch-off game number 166 is determined by removing the scratch-off material from the play and prize areas revealing a total of fourteen (14) play and prize symbols.

(b) For each of the four (4) independent game areas, if the sum of the numeric value of the two (2) play symbols within that game area is higher than the total in the "DEALER'S HAND", then the ticket holder is entitled to win the corresponding prize amount shown within that game area.

(c) For each of the four (4) independent game areas, if the sum of the numeric value of the two (2) play symbols within that game area is equal to twenty-one (21), then the ticket holder is entitled to win double the corresponding prize amount shown within that game area.

(d) If a number appears on a play symbol, then that number is the numeric value of that play symbol.

(e) Play symbols bearing the following captions all have a numeric value of ten (10):
(1) jackh.
(2) jackd.
(3) jackc.
(4) jacks.
(5) queenh.
(6) queend.
(7) queenc.
(8) queens.
(9) kingh.
(10) kingd.
(11) kingc.
(12) kings.

(f) Play symbols bearing the following captions all have a numeric value of eleven (11):
(1) aceh.
(2) aced.
(3) acec.
(4) aces.

SECTION 9. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes: $4,348,120
Prize payout: 64.70%
Overall odds: 1 in 4.43
Approximate print quantity: 3,360,000 (-3%/+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) is [sic, are] calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (3%) to plus one percent (1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 10. Prizes are subject to prior sales. The availability of tickets for sale in a scratch-off game depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 11. If the director determines an end date for scratch-off game number 166 under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process even if all prizes of twenty-one thousand dollars ($21,000) have been claimed. Scratch-off game number 166 may be closed prior to all prizes being awarded.

SECTION 12. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 166, "Blackjack Doubler".

SECTION 13. This document expires sixty (60) days after the last claim date in scratch-off game 166.
