TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 167. Statutory authority: IC 4-30-3-9. Effective August 19, 2009.


SECTION 1. The name of scratch-off game number 167 is "Aces High".

SECTION 2. Tickets in scratch-off game number 167 shall sell for five dollars ($5) per ticket.

SECTION 3. (a) Each ticket in scratch-off game number 167 shall contain a total of sixteen (16) play symbols. Four (4) play symbols shall be located in the area labeled "WINNING CARDS", which is outlined by a dashed line near the center of the ticket. Twelve (12) play symbols shall be located in the area labeled "YOUR CARDS".

(b) Each play symbol includes a caption that corresponds with and verifies the play symbol as follows:

(c) If a question arises as to the play symbol, the play symbol caption will be used for final clarification.

SECTION 4. (a) Each ticket in scratch-off game number 167 shall contain a total of twelve (12) prize symbols located beneath and corresponding with each play symbol found in the area labeled "YOUR CARDS".

(b) Each prize symbol includes a caption that corresponds with and verifies the prize symbol as follows:

(c) If a question arises as to a prize symbol, the prize symbol caption will be used for final clarification.

SECTION 5. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 6. Neither the retailer validation code, the game/pack/ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

SECTION 7. (a) The scratch-off material must be removed from the game play data area on individual tickets in order to determine if a ticket is a prize winner.

(b) If any of the "YOUR CARDS" play symbols match any of the "WINNING CARDS" play symbols, the ticket holder is entitled to win the prize shown below and corresponding with the matching play symbol.

(c) If the "065090678ERA04.jpg" (Ace) symbol is revealed, the ticket holder is entitled to win double the prize shown below and corresponding with that play symbol.

SECTION 8. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes: $6,274,080
Prize payout: 69.71%
Overall odds: 1 in 3.97
Approximate print quantity: 1,800,000 (-3%/+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) is [sic, are] calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (3%) to plus one percent (1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 9. Prizes subject to prior sales. The availability of tickets for sale in a scratch-off game depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 10. If the director determines an end date for scratch-off game number 167, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of one hundred thousand dollars ($100,000) have been claimed. Scratch-off game number 167 may be closed prior to all prizes being awarded.

SECTION 11. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 167, "Aces High".

SECTION 12. This document expires sixty (60) days after the last claim date in scratch-off game 167.
