TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 161. Statutory authority: IC 4-30-3-9. Effective January 22, 2009. NOTE: IC 4-22-2-37.1 establishes the effectiveness of an emergency rule upon filing with the Publisher. This document was filed with the Publisher July 28, 2009.


SECTION 1. The name of the scratch-off game is "Scratch-off Game Number 161, HOT DICE DOUBLER".

SECTION 2. Scratch-off tickets in scratch-off game number 161 shall sell for five dollars ($5) per ticket.

SECTION 3. Scratch-off game number 161 includes one (1) play area with fifteen (15) separate and independent game areas labeled "ROLL 1", "ROLL 2", "ROLL 3", "ROLL 4", "ROLL 5", "ROLL 6", "ROLL 7", "ROLL 8", "ROLL 9", "ROLL 10", "ROLL 11", "ROLL 12", "ROLL 13", "ROLL 14", and "ROLL 15". Each game area is played separately and the play symbols and prize symbols in one (1) game area cannot be used as play symbols or prize symbols in another game area.

SECTION 4. (a) Each ticket in scratch-off game number 161 shall contain a total of fifteen (15) play symbols.

(b) Each play symbol includes a caption that corresponds with and verifies the play symbol as follows:

(c) If a question arises as to the identity of a play symbol, the play symbol caption will be used for final clarification.

SECTION 5. (a) Each ticket in scratch-off game number 161 shall contain a total of fifteen (15) prize symbols with one (1) prize symbol corresponding with each game area.

(b) Each prize symbol includes a caption that corresponds with and verifies the prize symbol as follows:

(c) If a question arises as to the identity of a prize symbol, the prize symbol caption will be used for final clarification.

SECTION 6. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 7. Neither the retailer validation code, the game/pack/ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

SECTION 8. (a) A prize winner in scratch-off game number 161 is determined by removing the scratch-off material from the game area revealing a total of thirty (30) play and prize symbols.

(b) If a "065090599ERA04.gif" (seven) or "065090599ERA05.gif" (eleven) symbol is revealed within an individual game area, the ticket holder is entitled to win the corresponding prize shown in that game area.

(c) If the "065090599ERA06.gif" (flame) symbol is revealed, the ticket holder is entitled to double the prize shown.

SECTION 9. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes*: $6,272,900
Prize payout: 69.70%
Overall odds: 1 in 4.06
Approximate print quantity: 1,800,000 (-3%/+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) are calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (-3%) to plus one percent (+1%). The actual number of prizes and odds for each prize amount will vary depending on the actual quantity of tickets.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 10. Prizes are subject to prior sales. The availability of tickets for sale in a scratch-off game depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 11. If the director determines an end date for scratch-off game number 161, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of one hundred thousand dollars ($100,000) have been claimed. Scratch-off game number 161 may be closed prior to all prizes being awarded.

SECTION 12. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 161, "HOT DICE DOUBLER".

SECTION 13. This document expires sixty (60) days after the last claim date in scratch-off game 161.
