Emergency Rule

Temporarily adds rules concerning scratch-off game number 128. Statutory authority:
IC 4-30-3-9. Effective June 11, 2009.
SECTION 1. The name of scratch-off game number 128 is "FAST $1,500 FIREFLIES".
SECTION 2. Tickets in scratch-off game number 128 shall sell for one dollar ($1) per ticket.
SECTION 3. (a) Each ticket in scratch-off game number 128 shall contain a total of nine (9) play symbols, with two (2) play symbols located in the area labeled "WINNING NUMBERS", six (6) play symbols located in the area labeled "YOUR NUMBERS", and one (1) play symbol located in the area labeled "BONUS".
(b) Each play symbol includes a caption that corresponds with and verifies the play symbol as follows:
(1) "WINNING NUMBER" and "YOUR NUMBERS" play symbols appear as follows:
(2) "BONUS" prize symbols appear as follows:
(c) If a question arises as to the play symbol, the play symbol caption will be used for final clarification.
SECTION 4. (a) Each ticket in scratch-off game number 128 shall contain a total of six (6) prize symbols. Each prize symbol is located beneath and corresponds with a play symbol in the area labeled "YOUR NUMBERS".
(b) Each prize symbol includes a caption that corresponds with and verifies each prize symbol as follows:
(c) If a question arises as to a prize symbol, the prize symbol caption will be used for final clarification.
SECTION 5. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:
SECTION 6. Neither the retailer validation code, the game/pack/ticket number, nor the validation number are play symbols or prize symbols and are not usable or playable as such.
SECTION 7.
The scratch-off material must be removed from the game play data area on individual tickets, revealing a total of fifteen (15) play and prize symbols, in order to determine if a ticket is a prize winner. If any of the "YOUR NUMBERS" play symbols match either of the "WINNING NUMBER" play symbols, the ticket holder is entitled to win the prize shown below and corresponding with the matching play symbol. The ticket holder is entitled to win double the prize shown below and corresponding with the matching play symbol, if the "
" (FIREFLY) multiplier symbol is also revealed.
SECTION 8. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:
Total value of all prizes*: $1,865,825
Approximate print quantity: 3,120,000 (-3%/+1%)
(b) The approximate number of prizes and the estimated odds provided in subsection (a) are calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (-3%) to plus one percent (+1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.
(c) If the print quantity of tickets is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).
SECTION 9.
Prizes subject to prior sales. The availability of tickets for sale in scratch-off game number 128 depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).
SECTION 10.
If the director determines an end date for scratch-off game number 128, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process even if all prizes of one thousand five hundred dollars ($1,500) have been claimed. Scratch-off game number 128 may be closed prior to all prizes being awarded.
SECTION 11.
65 IAC 4-1 through 65 IAC 4-3 apply to "Scratch-Off Game Number 128, FAST $1,500 FIREFLIES".
SECTION 12. This document expires sixty (60) days after the last claim date in scratch-off game 128.
