Emergency Rule

Temporarily adds rules concerning scratch-off game number 148. Statutory authority:
IC 4-30-3-9. Effective June 4, 2009.
SECTION 1. The name of scratch-off game number 148 is "CASINO ROYALE".
SECTION 2. Tickets in scratch-off game number 148 shall sell for thirty dollars ($30) per ticket.
SECTION 3. (a) Scratch-off game number 148 includes six (6) separate and independent game play areas, which are defined as follows:
(1) "Game 1" is the game play area at the top of the ticket that features a roulette wheel design when the scratch-off material on the ticket is intact.
(2) "Game 2" is the game play area directly below Game 1 that features a slot machine design when the scratch-off material on the ticket is intact.
(3) "Game 3" is the game play area directly below Game 2 that features a casino dice design when the scratch-off material on the ticket is intact.
(4) "Game 4" is the game play area directly below Game 3 that features a casino cards design when the scratch-off material on the ticket is intact.
(5) "Game 5" is the game play area below Game 4 that features a three (3) casino chip design with the amount "$100" appearing on the top chip when the scratch-off material on the ticket is intact.
(6) "Game 6" is the game play area below Game 4 that features a two (2) casino chip design with the amount "$50" appearing on the top chip when the scratch-off material on the ticket is intact.
(b) Each game play area is played separately and the play symbols and prize symbols in one (1) game play area cannot be used as play symbols or prize symbols in another game play area.
SECTION 4. (a) Each ticket in scratch-off game number 148 shall contain a total of fifty-two (52) play symbols. Each play symbol includes a caption that corresponds with and verifies each play symbol. If a question arises as to a play symbol, the play symbol caption will be used for final clarification.
(b) Game 1 shall contain a total of seven (7) play symbols, which includes one (1) play symbol located in the area labeled "WINNING NUMBER" and six (6) play symbols located in the area labeled "YOUR NUMBERS". The available play symbols in this game play area, including play symbol captions, are as follows:
(c) Game 2 shall contain a total of nine (9) play symbols, which includes three (3) play symbols located in the row labeled "ROW 1", three (3) play symbols located in the row labeled "ROW 2", and three (3) play symbols located in the row labeled "ROW 3" in a matrix of three (3) rows and four (4) columns. The available play symbols in this game play area, including play symbol captions, are as follows:
(d) Game 3 shall contain a total of twenty (20) play symbols within a matrix of five (5) rows and five (5) columns. The five (5) rows are labeled in succession as "ROLL 1", "ROLL 2", "ROLL 3", "ROLL 4", and "ROLL 5". Each row contains four (4) play symbols with one (1) play symbol appearing in each of the first four (4) columns of the matrix. The two (2) play symbols located in columns one (1) and two (2) are labeled "YOUR DICE". The two (2) play symbols located in columns three (3) and four (4) are labeled "THEIR DICE". The available play symbols in this game play area, including play symbol captions, are as follows:
(e) Game 4 shall contain a total of twelve (12) play symbols, with two (2) play symbols located in the area labeled "DEALER'S HAND" and a total of ten (10) play symbols located in the area labeled "PLAYER'S HANDS". The play symbols in the area labeled "PLAYER'S HANDS" are evenly divided between five (5) individual hands labeled in succession as "HAND 1", "HAND 2", "HAND 3", "HAND 4", and "HAND 5" with two (2) play symbols located in each. The available play symbols in this game play area, including play symbol captions, are as follows:
(f) Game 5 shall contain a total of two (2) play symbols in the area labeled "QUICK $100". The available play symbols in this game play area, including play symbol captions, are as follows:
(g) Game 6 shall contain a total of two (2) play symbols in the area labeled "QUICK $50". The available play symbols in this game play area, including play symbol captions, are as follows:
SECTION 5. (a) Each ticket in scratch-off game number 148 shall contain a total of nineteen (19) prize symbols. Each prize symbol includes a caption that corresponds with and verifies each prize symbol. If a question arises as to a prize symbol, the prize symbol caption will be used for final clarification.
(b) Game 1 shall contain six (6) prize symbols, located below and corresponding with each play symbol in the area labeled "YOUR NUMBERS". The available prize symbols in this game play area, including captions, are as follows:
(c) Game 2 shall contain three (3) prize symbols, located in the right-hand column labeled "PRIZE", within a matrix of three (3) rows and four (4) columns. The available prize symbols in this game play area, including captions, are as follows:
(d) Game 3 shall contain five (5) prize symbols located in the right-hand column labeled "PRIZE", within a matrix of five (5) rows and five (5) columns. The available prize symbols in this game play area, including captions, are as follows:
(e) Game 4 shall contain five (5) prize symbols, located beneath and corresponding with the two (2) play symbols in each hand in the area labeled "PLAYER'S HANDS". The available prize symbols in this game play area, including captions, are as follows:
SECTION 6. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:
SECTION 7. Neither the retailer validation code, the game/pack/ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.
SECTION 8. (a) The scratch-off material must be removed from the play and prize areas on individual tickets in scratch-off game number 148, revealing a total of seventy-one (71) play and prize symbols, to determine if a ticket is a prize winner in accordance with this SECTION.
(b) In Game 1, if any of the play symbols in the area labeled "YOUR NUMBERS" match the play symbol in the area labeled "WINNING NUMBER", the ticket holder is entitled to win the prize that appears below and corresponds with the matching play symbol. If the "
" (DOUBLE) symbol is revealed, the ticket holder is entitled to win double the prize that appears below and corresponds with that play symbol.
(c) In Game 2, if three (3) identical play symbols are revealed in the same row, the ticket holder is entitled to win the prize shown in that row. If three (3) 
(SEVEN) symbols are revealed in the same row, the ticket holder is entitled to win double the prize amount shown in that row.
(d) In Game 3, if the numeric total of the two (2) play symbols in the "YOUR DICE" columns is higher than the numeric total of the two (2) play symbols in the "THEIR DICE" columns within any single row, the player is entitled to win the prize amount shown in that row.
(e) In Game 4, if the numeric total of the two (2) play symbols in any single "HAND" within the area labeled "PLAYER'S HANDS" is higher than the numeric total of the two (2) play symbols appearing in the area labeled "DEALER'S HAND", the player is entitled to win the prize that appears below and corresponds with the two (2) play symbols in that "HAND". Play symbols bearing the caption "JAK", "QEN", or "KNG" all have a numeric value of ten (10). Play symbols bearing the caption "ACE" have a numeric value of eleven (11).
(f) In Game 5, if the two (2) play symbols revealed include a play symbol bearing the caption "ACE" and one (1) of the following:
(1) a play symbol bearing the caption "KNG";
(2) a play symbol bearing the caption "QEN";
(3) a play symbol bearing the caption "JAK";
(4) a play symbol bearing the caption "TEN";
then the ticket holder is entitled to win one hundred dollars ($100) instantly.
(g) In Game 6, if an "
" (ACE) symbol is revealed, the ticket holder is entitled to win fifty dollars ($50) instantly.
SECTION 9. (a) Top prize of two million dollars ($2,000,000) will be paid out as an annuity, in annual installments over thirty (30) years.
(b) The approximate number of possible prizes and the estimated odds for each prize combination are as follows:
Total value of all prizes*: $19,028,719
Approximate print quantity: 840,000 (-3%/+1%)
(c) The number of prizes and the estimated odds provided in subsection (b) are based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (-3%) to plus one percent (+1%). The actual number of prizes and odds for each prize combination will vary depending on the actual quantity of tickets.
(d) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes to the print quantity and the ratio of the total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (b).
SECTION 10.
Prizes subject to prior sales. The availability of tickets for sale in scratch-off game number 148 depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).
SECTION 11.
If the director determines an end date for scratch-off game number 148, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of two million dollars ($2,000,000) have been claimed. Scratch-off game number 148 may be closed prior to all prizes being awarded.
SECTION 12.
65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 148, "CASINO ROYALE" to the extent that those rules are not in conflict with this document.
SECTION 13. This document expires sixty (60) days after the last claim date in scratch-off game 148.
