Emergency Rule

DIGEST
Temporarily adds rules concerning scratch-off game number 140. Statutory authority:
IC 4-30-3-9. Effective May 27, 2009.
SECTION 1. The name of the scratch-off game number 140 is "BLAZIN' 7'S".
SECTION 2. Tickets in scratch-off game number 140 shall sell for two dollars ($2) per ticket.
SECTION 3. (a) Each ticket in scratch-off game number 140 shall contain a total of ten (10) play symbols located in the first column of a matrix of two (2) columns and ten (10) rows.
(b) Each play symbol includes a caption that corresponds with and verifies the play symbols as follows:
(c) If a question arises as to the play symbol, the play symbol caption and color will be used for final clarification.
SECTION 4. (a) Each ticket in scratch-off game number 140 shall contain a total of ten (10) prize symbols, located next to and corresponding with each play symbol, in the second column of a matrix of two (2) columns and ten (10) rows.
(b) Each prize symbol includes a caption that corresponds with and verifies each prize symbol as follows:
(c) If a question arises as to the prize symbol, the prize symbol caption will be used for final clarification.
SECTION 5. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:
SECTION 6. Neither the retailer validation code, the game/pack/ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.
SECTION 7.
A prize winner in the scratch-off game number 140 is determined by removing the scratch-off material from the play and prize areas revealing a total of twenty (20) play and prize symbols. If a player reveals a "
" (BLACK SEVEN) symbol, the ticket holder is entitled to win the prize corresponding with that symbol. If a player reveals a "
" (RED SEVEN) symbol, the ticket holder is entitled to win triple the prize corresponding with that symbol.
SECTION 8. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:
Total value of all prizes*: $2,329,200
Approximate print quantity: 1,800,000 (-3%/+1%)
(b) The approximate number of prizes and the estimated odds provided in subsection (a) are calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (3%) to plus one percent (1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of the tickets.
(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).
SECTION 9.
Prizes subject to prior sales. The availability of tickets for sale in scratch-off game number 140 depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).
SECTION 10.
If the director determines an end date for scratch-off game number 140, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of twenty-one thousand dollars ($21,000) have been claimed. Game may be closed prior to all prizes being awarded.
SECTION 12. This document expires sixty (60) days after the last claim date in scratch-off game 140.
