TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 144. Statutory authority: IC 4-30-3-9. Effective May 7, 2009.


SECTION 1. The name of the scratch-off game number 144 is "FIND THE 9'S".

SECTION 2. Tickets in scratch-off game number 144 shall sell for one dollar ($1) per ticket.

SECTION 3. Scratch-off game number 144 includes four (4) separate and independent game areas labeled "GAME 1", "GAME 2", "GAME 3", and "GAME 4". Each game area is played separately and the play symbols and prize symbols in one (1) game area cannot be used as play symbols or prize symbols in another game area.

SECTION 4. (a) Each ticket in scratch-off game number 144 shall contain a total of twelve (12) play symbols, with three (3) play symbols located in each of the four (4) "GAME" areas.

(b) Each play symbol includes a caption that corresponds with and verifies the play symbol as follows:

(c) If a question arises as to a play symbol, the play symbol caption will be used for final clarification.

SECTION 5. (a) Each ticket in scratch-off game number 144 shall contain a total of four (4) prize symbols, with one (1) prize symbol located next to and corresponding with the three (3) play symbols in each of the four (4) "GAME" areas.

(b) Each prize symbol includes a caption that corresponds with and verifies the prize symbol as follows:

(c) If a question arises as to a prize symbol, the prize symbol caption will be used for final clarification.

SECTION 6. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 7. Neither the retailer validation code, the pack-ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

SECTION 8. A prize winner in scratch-off game number 144 is determined by removing the scratch-off material from the play/prize area, revealing a total of sixteen (16) play and prize symbols. If a "065090268ERA04.jpg" (NINE) symbol is revealed in a game area, the ticket holder is entitled to win the corresponding prize shown within that game area.

SECTION 9. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes*: $1,865,487
Prize payout: 59.79%
Overall odds: 1 in 4.85
Approximate print quantity: 3,120,000 (-3%/+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) is [sic, are] calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (3%) to plus one percent (1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 10. Prizes are subject to prior sales. The availability of tickets for sale depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 11. If the director determines an end date for scratch-off game number 144 under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process even if all prizes of nine hundred ninety-nine dollars ($999) have been claimed. Game may be closed prior to all prizes being awarded.

SECTION 12. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 144, "FIND THE 9'S".

SECTION 13. This document expires sixty (60) days after the last claim date in scratch-off game 144.
