TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 137. Statutory authority: IC 4-30-3-9. Effective May 7, 2009.


SECTION 1. The name of scratch-off game number 137 is "TRIPLE IT".

SECTION 2. Tickets in scratch-off game number 137 shall sell for five dollars ($5) per ticket.

SECTION 3. (a) Each ticket in scratch-off game number 137 shall contain a total of twenty-four (24) play symbols. Eight (8) play symbols shall be located in the area labeled "WINNING NUMBERS". Fifteen (15) play symbols shall be located in the area labeled "YOUR NUMBERS". One (1) play symbol shall be located in the area labeled "BONUS SPOT".

(b) Each play symbol includes a caption that corresponds with and verifies the play symbol as follows:

(c) If a question arises as to a play symbol, the play symbol caption will be used for final clarification.

SECTION 4. (a) Each ticket in scratch-off game number 137 shall contain a total of sixteen (16) prize symbols. Fifteen (15) prize symbols shall be located beneath and shall correspond with each play symbol in the area labeled "YOUR NUMBERS". One (1) prize symbol shall be located beneath and shall correspond with the play symbol in the area labeled "BONUS SPOT".

(b) Each prize symbol includes a caption that corresponds with and verifies the prize symbol as follows:

(c) If a question arises as to a prize symbol, the prize symbol caption will be used for final clarification.

SECTION 5. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 6. Neither the retailer validation code, the pack-ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

SECTION 7. A prize winner in scratch-off game number 137 is determined by removing the scratch-off material from the play and prize areas revealing a total of forty (40) play and prize symbols. If any of the play symbols in the area labeled "YOUR NUMBERS" match any of the play symbols in the area labeled "WINNING NUMBERS", then the ticket holder is entitled to win the prize corresponding with that play symbol. If the play symbol in the area labeled "BONUS SPOT" matches any of the play symbols in the area labeled "WINNING NUMBERS", then the ticket holder is entitled to win three (3) times the prize amount shown in the area labeled "BONUS SPOT".

SECTION 8. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes*: $5,855,160
Prize payout: 69.70%
Overall odds: 1 in 4.05
Approximate print quantity: 1,680,000 (-3%/+1%)

(b) The approximate number of prizes and the estimated odds provided in subsection (a) is [sic, are] calculated based on an approximate print quantity. The actual quantity of tickets will vary from the approximate print quantity of tickets within a range of minus three percent (3%) to plus one percent (1%). The actual number of prizes and the odds for each prize amount will vary depending on the actual quantity of tickets.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 9. Prizes subject to prior sales. The availability of tickets for sale in a scratch-off game depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 10. If the director determines an end date for scratch-off game number 137, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of one hundred fifty thousand dollars ($150,000) have been claimed. Scratch-off game number 137 may be closed prior to all prizes being awarded.

SECTION 11. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 137, "TRIPLE IT".

SECTION 12. This document expires sixty (60) days after the last claim date in scratch-off game 137.
