Notice of Proposed Changes in Methods and Standards for Medicaid Payment
for Federally Qualified Health Center (FQHC) Providers


In accordance with public notice requirements of 42 CFR 447.205 and Section 1902(a)(13)(A) of the Social Security Act, the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing reimbursement policy for Medicaid-enrolled Federally Qualified Health Centers (FQHCs).

OMPP proposes to provide for payment under an alternative payment methodology to FQHCs for the integration of primary and behavioral health care services, effective for FQHC fiscal years that include dates of service occurring January 1, 2009, and after. This change is expected to result in estimated total annual state expenditures of approximately $2.6 million (the federal share is approximately $1.9 million).

This change in reimbursement is necessary in order to implement an alternative payment methodology for FQHC integration of primary and behavioral health care services.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county division of family and children office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, IN.
