TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 147. Statutory authority: IC 4-30-3-9. Effective April 15, 2009.


SECTION 1. The name of scratch-off game number 147 is "ISLAND JEWELS".

SECTION 2. Tickets in scratch-off game number 147 shall sell for twenty dollars ($20) per ticket.

SECTION 3. Each ticket in scratch-off game number 147 includes twenty (20) separate and independent game areas. Each game area is played separately and the play symbols and prize symbols in one (1) game area cannot be used as play symbols or prize symbols in another game area.

SECTION 4. (a) Each ticket in scratch-off game number 147 shall contain a total of sixty (60) play symbols with three (3) play symbols located in each game area.

(b) Each play symbol includes a caption that corresponds with and verifies the play symbol as follows:

(c) If a question arises as to the identity of a play symbol, the play symbol caption will be used for final clarification.

SECTION 5. (a) Each ticket in scratch-off game number 147 shall contain a total of twenty (20) prize symbols with one (1) prize symbol located in each game area.

(b) Each prize symbol includes a caption that corresponds with and verifies each of the prize symbols as follows:

(c) If a question arises as to the identity of a prize symbol, the prize symbol caption will be used for final clarification.

SECTION 6. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 7. Neither the retailer validation code, the pack-ticket number, nor the validation number are play symbols or prize symbols and are not usable or playable as such.

SECTION 8. A prize winner in scratch-off game number 147 is determined by removing the scratch-off material from the game areas revealing a total of eighty (80) play and prize symbols. If three (3) matching play symbols are revealed within a single game area, the ticket holder is entitled to win the corresponding prize shown in that game area. If two (2) matching play symbols and a "065090256ERA04.jpg" (PALM) symbol are revealed within a single game area, the ticket holder is entitled to win the corresponding prize shown in that game area. If two (2) matching play symbols and a "065090256ERA05.jpg" (SUN) multiplier symbol are revealed within a single game area, the ticket holder is entitled to win ten (10) times the corresponding prize shown in that game area.

SECTION 9. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes: $12,347,600
Prize payout: 73.50%
Overall odds: 1 in 2.95
Approximate print quantity: 840,000 (-3%/+1%)

(b) The prize and odds related information provided in subsection (a) is calculated based on an approximate print quantity. The actual quantity of tickets will vary.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 10. Top prize of one million dollars ($1,000,000) will be paid as an annuity, in annual installments, over thirty (30) years.

SECTION 11. Prizes are subject to prior sales. The availability of tickets for sale in a scratch-off game depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 12. If the director determines an end date for scratch-off game number 147, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process even if all prizes of one million dollars ($1,000,000) have been claimed. Scratch-off game number 147 may be closed prior to all prizes being awarded.

SECTION 13. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 147, "ISLAND JEWELS".

SECTION 14. This document expires sixty (60) days after the last claim date in scratch-off game 147.
