The State Board of Cosmetology Examiners has the authority to promulgate rules in accordance with IC 4-22-2 to enforce and administer IC 25-8. The proposed rule clarifies and revises language to make the rules consistent with the Board's statutes, industry standards, and technology. The proposed rule also removes out-of-date and unnecessary language in the rules to remove undue burdens on the cosmetology schools, cosmetology students, and licensees regarding facility requirements, equipment requirements, reexamination requirements, and sanitary requirements. The proposed rule also addresses safety concerns for the salon patrons and cosmetology school patrons. Under the proposed rules, cosmetology school curriculum is amended to address current practice and trends. Cosmetology school rules are also amended to provide more options of record keeping to take advantage of new technology. The proposed rules will not increase the expense to licensees.
