TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 117. Statutory authority: IC 4-30-3-9. Effective February 27, 2009.


SECTION 1. The name of scratch-off game number 117 is "Flying Aces".

SECTION 2. Tickets in scratch-off game number 117 shall sell for two dollars ($2) per ticket.

SECTION 3. Scratch-off game number 117 includes ten (10) "Hands" with each in a separate row on the ticket and separated from the others by a line. Each hand is a separate and independent game and the play symbols and prize symbols in one (1) hand cannot be used as play symbols or prize symbols in another hand.

SECTION 4. (a) Each ticket in scratch-off game number 117 shall contain a total of twenty (20) play symbols, which includes ten (10) play symbols located in a column labeled "Your Card" and ten (10) play symbols located in a column labeled "Dealer's Card".

(b) Each play symbol includes a caption that corresponds with and verifies the play symbol as follows:

(c) If a question arises regarding the identity of a play symbol, the corresponding play symbol caption will be used for final clarification.

SECTION 5. (a) Each ticket in scratch-off game number 117 shall contain a total of ten (10) prize symbols located in a column labeled "Prize".

(b) Each prize symbol includes a caption that corresponds with and verifies the prize symbol as follows:

(c) If a question arises as to the prize symbol, the prize symbol caption will be used for final clarification.

SECTION 6. A retailer validation code may verify instant winners for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each prize level up to five hundred ninety-nine dollars ($599) is as follows:

SECTION 7. (a) A prize winner in scratch-off game number 117 is determined by removing the scratch-off material from the game areas revealing a total of thirty (30) play and prize symbols.

(b) For each hand, if the numeric value of the play symbol in the "Your Card" column is greater than the numeric value of the play symbol in the "Dealer's Card" symbol, then the ticket holder is entitled to win the corresponding prize shown for that hand. The "K", "Q", "J" play symbols shall have the value of ten (10).

(c) For each hand, if the "065090162ERA05.jpg" (ACE) play symbol is revealed in the "Your Card" column, then the ticket holder is entitled to win double the amount of the corresponding prize shown for that hand.

SECTION 8. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:

Total value of all prizes*: $2,329,250
Prize payout: 64.70%
Overall odds: 1 in 4.37
Approximate print quantity: 1,800,000 (-3%/+1%)

(b) The prize and odds related information provided in subsection (a) is based on an approximate print quantity. The actual quantity of tickets will vary.

(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).

SECTION 9. Award of prizes are subject to prior sales. The availability of tickets for sale in a scratch-off game depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 10. If the director determines an end date for scratch-off game number 117, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of twenty thousand dollars ($20,000) have been claimed. Scratch-off game number 117 may be closed prior to all prizes being awarded.

SECTION 11. These rules [This document] will expire sixty (60) days after the last claim date.

SECTION 12. 65 IAC 4-1 through 65 IAC 4-3 apply to Scratch-Off Game Number 117, Flying Aces.
