Emergency Rule

Temporarily adds rules concerning scratch-off game number 118. Statutory authority:
IC 4-30-3-9. Effective February 27, 2009.
SECTION 1. The name of scratch-off game number 118 is "4 Way Cash".
SECTION 2. Tickets in scratch-off game number 118 shall sell for two dollars ($2) per ticket.
SECTION 3. Scratch-off game number 118 includes four (4) separate and independent game areas with each identified as Game 1, Game 2, Game 3, or Game 4. Each game area is played separately and the play symbols and prize symbols in one (1) game area cannot be used as play symbols or prize symbols in another game area.
SECTION 4. (a) Each ticket in scratch-off game number 118 shall contain a total of thirty-two (32) play/prize symbols. Each of the four (4) games will include one (1) play/prize symbol located in the box labeled "Winning Amount" and seven (7) play/prize symbols located in the area labeled "Your Amounts".
(b) Each play/prize symbol includes a caption that corresponds with and verifies the play/prize symbol as follows:
(c) If a question arises as to the play/prize symbol, the play/prize symbol caption will be used for final clarification.
(d) Neither the retailer validation code, the pack-ticket number, nor the validation number are play symbols or prize symbols and are not usable or playable as such.
SECTION 5. A retailer validation code may verify instant winners for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each prize up to five hundred ninety-nine dollars ($599) is as follows:
SECTION 6. (a) A prize winner in scratch-off game number 118 is determined by removing the scratch-off material from the play/prize areas revealing a total of thirty-two (32) play/prize symbols.
(b) In each game, if any of the play/prize symbols in the area labeled "Your Amounts" match the play/prize symbol in the area labeled "Winning Amount", then the ticket holder is entitled to win that amount.
SECTION 7. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:
Total value of all prizes*: $2,328,750
Approximate print quantity: 1,800,000 (-3%/+1%)
(b) The prize and odds related information provided in subsection (a) is based on an approximate print quantity. The actual quantity of tickets will vary.
(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).
SECTION 8.
Prizes are subject to prior sales. The availability of tickets for sale in scratch-off game number 118 depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).
SECTION 9.
If the director determines an end date for scratch-off game number 118, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of twenty thousand dollars ($20,000) have been claimed. Scratch-off game number 118 may be closed prior to all prizes being awarded.
SECTION 10. These rules [This document] will expire sixty (60) days after the last claim date.
