Emergency Rule

DIGEST
Temporarily adds rules concerning scratch-off game number 119. Statutory authority:
IC 4-30-3-9. Effective February 27, 2009.
SECTION 1. The name of scratch-off game number 119 is "Cash Extravaganza".
SECTION 2. Tickets in scratch-off game number 119 shall sell for five dollars ($5) per ticket.
SECTION 3. (a) Each ticket in scratch-off game number 119 shall contain a total of eighteen (18) play symbols with one (1) symbol located in the twenty-five dollar ($25) bonus area, one (1) symbol located in the fifty dollar ($50) bonus area, four (4) play symbols located in the area labeled "Winning Numbers", and twelve (12) play symbols located above and corresponding with each prize symbol in the area labeled "Your Numbers".
(b) Each play symbol includes a caption that corresponds with and verifies the play symbols as follows:
Twenty-Five Dollar ($25) Bonus play symbols and captions:
Fifty Dollar ($50) Bonus play symbols and captions:
Your Numbers play symbols and captions:
Winning Numbers play symbols and captions:
(c) If a question arises as to the play symbol, the play symbol caption will be used for final clarification.
SECTION 4. (a) Each ticket in scratch-off game number 119 shall contain a total of twelve (12) prize symbols located beneath and corresponding with each play symbol in the area labeled "Your Numbers".
(b) Each prize symbol includes a caption that corresponds with and verifies the prize symbol as follows:
(c) If a question arises as to the prize symbol, the prize symbol caption will be used for final clarification.
SECTION 5. A retailer validation code may verify instant winners for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each prize amount up to five hundred ninety-nine dollars ($599) is as follows:
SECTION 6. Neither the retailer validation code, the pack-ticket number, nor the validation number nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.
SECTION 7. (a) A prize winner in the scratch-off game number 119 is determined by removing the scratch-off material from the play and prize areas revealing a total of thirty (30) play and prize symbols.
(b) If any of the play symbols in the area labled [sic] "Your Numbers" match any of the play symbols in the area labeled "Winning Numbers", then the ticket holder is entitled to win the corresponding prize.
(c) If the "
" (bill) symbol is revealed, the ticket holder is entitled to win the corresponding prize instantly.
(d) If the "
"symbol is revealed, the ticket holder is entitled to win ten (10) times the amount of the corresponding prize instantly.
(e) If the "
" (coin) symbol is revealed in the twenty-five dollar ($25) bonus play area, then the ticket holder is entitled to win a $25 dollar prize instantly.
(f) If the "
" (moneybag) symbol is revealed in the fifty-five dollar ($50) [sic] bonus play area, then the ticket holder is entitled to win a $50 dollar prize instantly.
SECTION 8. (a) The approximate number of possible prizes and the estimated odds for each prize level are as follows:
Total value of all prizes: $5,854,840
Approximate print quantity: 1,680,000 (-3%/+1%)
(b) The prize and odds related information provided in subsection (a) is based on an approximate print quantity. The actual quantity of tickets will vary.
(c) If the print quantity is changed during production of this game or due to subsequent reorders of the game, the ratio of prizes and total value of all prizes to the print quantity will be proportionately maintained so that the overall odds and prize payout percentage will approximate the values provided in subsection (a).
SECTION 9.
Prizes are subject to prior sales. The availability of tickets for sale in a scratch-off game depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).
SECTION 10.
If the director determines an end date for scratch-off game number 119, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of one hundred thousand dollars ($100,000) have been claimed. Scratch-off game number 119 may be closed prior to all prizes being awarded.
SECTION 11. These rules [This document] will expire sixty (60) days after the last claim date.
SECTION 12.
65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 119, "Cash Extravaganza".
