SECTION 1. 65 IAC 5-21 IS ADDED TO READ AS FOLLOWS:

Rule 21. Quick Draw


65 IAC 5-21-1 Names

Sec. 1. The name of the draw game conducted pursuant to this rule is Quick Draw.

65 IAC 5-21-2 Definitions

Sec. 2. (a) The definitions in this section apply throughout this rule.

(b) "Board" means the play area on a playslip which consists of a total of eighty (80) numbers ranging from one (1) to eighty (80).

(c) "Player" means an eligible person who participates in Quick Draw by obtaining a ticket.

(d) "Playslip" means a form that is hand marked by a player which contains five (5) boards and is used to produce a total of ten (10) numbers per board for a Quick Draw ticket. Each board is a single play.

(e) "Quick pick" means any numbers randomly generated by a terminal at the request of a player.

(f) "Winning Quick Draw numbers" means the twenty (20) numbers determined in a specific Quick Draw selection event and announced as such pursuant to section 5 of this rule.

(g) "Multi-draw" means the ability to purchase a play for between two (2) to twenty-eight (28) consecutive selection events, as determined by the player's election.

(h) "Play" is a selection of ten (10) numbers by a player in the Quick Draw game whether by means of a playslip, a quick pick, or other valid means.

65 IAC 5-21-3 Ticket price

Sec. 3. The price for a Quick Draw play shall be one dollar ($1) for one (1) selection event.

65 IAC 5-21-4 Procedure for playing

Sec. 4. (a) A draw ticket for Quick Draw may represent one (1) or more plays for a maximum of five (5) plays per Quick Draw ticket.

(b) A draw ticket for Quick Draw shall be purchased by any of the following methods:
(1) The purchaser may submit a hand completed playslip picking up to ten (10) numbers on one (1) or more boards to an authorized draw retailer. If purchaser has not picked all ten (10) numbers on a board, quick pick must also be picked to ensure the terminal will automatically quick pick any remaining numbers to complete a total of ten (10) number selections for each board.
(2) The purchaser may verbally advise an authorized draw retailer of up to ten (10) numbers on one (1) or more plays. The retailer must select quick pick to have the terminal quick pick any remaining numbers to complete a total of ten (10) number selections for each board.
(3) The purchaser may request a quick pick for one (1) or more plays.
(4) The purchaser may purchase a ticket from a player-activated terminal.

(c) If a playslip is used to select a player's numbers for a Quick Draw selection event, the playslip must have been issued by the lottery and completed by hand by the player. The playslip will be scanned by the draw terminal or, in the event of a problem, keyed in by hand by an employee of an authorized lottery retailer.

(d) Unless otherwise indicated on the draw ticket, a draw ticket for Quick Draw is effective for the next scheduled Quick Draw selection event.

(e) The commission may offer multi-draw tickets for Quick Draw. The selection of the multi-draw option on a playslip will apply to all boards played on that playslip.

(f) The draw ticket for Quick Draw shall be cancelable for up to sixty (60) minutes after the transaction or up to the Quick Draw selection event cut-off time, whichever is first. The draw ticket for Quick Draw can only be cancelled from the terminal in which it was sold.

(g) The director may, in the director's sole discretion, provide for the generation of draw entry tickets from terminals for certain purchases of draw tickets for Quick Draw.

65 IAC 5-21-5 Determination of winning numbers

Sec. 5. (a) Sales of draw tickets for Quick Draw selection events shall be suspended prior to the time of the associated selection event at a time determined by the director.

(b) Selection events for determination of winning numbers for Quick Draw shall be held daily at a time to be determined by the director.

(c) In each Quick Draw selection event, twenty (20) numbers will be randomly selected in accordance with 65 IAC 5-3-7 and announced to the public.

65 IAC 5-21-6 Determination of winners; prize amounts

Sec. 6. (a) Each holder of a valid draw ticket for a Quick Draw selection event in which ten (10) numbers in a single play match the Quick Draw winning numbers for that selection event is entitled to the lesser of:
(1) three hundred thousand dollars ($300,000); or
(2) an equal share of six hundred thousand dollars ($600,000), if three (3) or more plays in that selection event each match ten (10) of the Quick Draw winning numbers.

(b) Each holder of a valid draw ticket for a Quick Draw selection event on which nine (9) numbers in a single play match the Quick Draw winning numbers for that selection event is entitled to a prize of five thousand dollars ($5,000).

(c) Each holder of a valid draw ticket for a Quick Draw selection event on which eight (8) numbers in a single play match the Quick Draw winning numbers for that selection event is entitled to a prize of five hundred dollars ($500).

(d) Each holder of a valid draw ticket for a Quick Draw selection event on which seven (7) numbers in a single play match the Quick Draw winning numbers for that selection event is entitled to a prize of fifty dollars ($50).

(e) Each holder of a valid draw ticket for a Quick Draw selection event on which six (6) numbers in a single play match the Quick Draw winning numbers for that selection event is entitled to a prize of fifteen dollars ($15).

(f) Each holder of a valid draw ticket for a Quick Draw selection event on which five (5) numbers in a single play match the Quick Draw winning numbers for that selection event is entitled to a prize of five dollars ($5).

(g) A draw ticket is the only valid proof of a play and the only valid receipt for claiming a prize resulting from a Quick Draw selection event. A playslip shall have no pecuniary or prize value and shall not constitute evidence of purchase of a draw ticket or a play.

65 IAC 5-21-7 Odds of winning

Sec. 7. (a) In a single play, the odds of matching:
(1) ten (10) numbers with the Quick Draw winning numbers are approximately 1:8,911,711;
(2) nine (9) numbers with the Quick Draw winning numbers are approximately 1:163,381;
(3) eight (8) numbers with the Quick Draw winning numbers are approximately 1:7,385;
(4) seven (7) numbers from among the twenty (20) numbers are approximately 1:621;
(5) six (6) numbers with the Quick Draw winning numbers are approximately 1:87;
(6) five (5) numbers with the Quick Draw winning numbers are approximately 1:19.

(b) The overall odds of winning a prize on a single play in a Quick Draw selection event are approximately 1:15.5.

65 IAC 5-21-8 Payment of prizes

Sec. 8. (a) Each prize in Quick Draw shall be paid in a single lump sum payment.

(b) If a valid draw ticket for Quick Draw contains more than one (1) play entitled to a prize, the prize amounts for the winning plays shall be added together for purposes of claiming the prizes and determining whether the total prize amounts may be claimed from a retailer pursuant to 65 IAC 3-4-4.
