EXECUTIVE ORDER: 09-03

FOR: DECLARING A DISASTER EMERGENCY IN CLARK, CRAWFORD, DUBOIS, FLOYD, GIBSON, HARRISON, JACKSON, JEFFERSON, ORANGE, PERRY, SPENCER, SWITZERLAND, VANDERBURGH, WARRICK AND WASHINGTON COUNTIES, INDIANA DUE TO A SEVERE WINTER STORM WITH HEAVY SNOW, FREEZING RAIN AND FLOODING


TO ALL TO WHOM THESE PRESENTS MAY COME, GREETINGS:

WHEREAS, a severe winter storm with high winds, heavy snow, freezing rain and localized flooding adversely impacted Clark, Crawford, Dubois, Floyd, Gibson, Harrison, Jackson, Jefferson, Orange, Perry, Spencer, Switzerland, Vanderburgh, Warrick and Washington counties beginning on January 26, 2009 and continuing until February 6, 2009; and

WHEREAS, heavy damage was experienced in these counties as a result of up to 1.5 inches of ice accretion causing power lines to snap and over 300,000 customers left without power and debris from trees and electrical utilities caused roads and streets to be impassable; and

WHEREAS, temperatures plummeted to near zero, eleven shelters were necessary and [sic] to house, warm and feed residents with meals Ready to Eat.

NOW, THEREFORE, I, Mitchell E. Daniels, Jr., by virtue of the authority vested in me as Governor of the State of Indiana, do hereby:

DECLARE that a state of disaster emergency exists in Clark, Crawford, Dubois, Floyd, Gibson, Harrison, Jackson, Jefferson, Orange, Perry, Spencer, Switzerland, Vanderburgh, Warrick and Washington Counties, Indiana. This declaration of a disaster emergency shall be effective beginning on January 26, 2009 and shall continue for thirty (30) days unless I determine that emergency conditions no longer exist and I terminate the state of disaster emergency by a subsequent executive order or proclamation; and

ORDER the Indiana Department of Homeland Security, having already begun implementation of the State Emergency Plan, to provide needed emergency services to the areas of Indiana impacted by the storms.

ORDER the Executive Director of the Indiana Department of Homeland Security to coordinate all necessary assistance with appropriate federal, state and local agencies. Such assistance may include Public Assistance from the State Disaster Relief Fund.

This declaration of disaster emergency was in effect beginning on January 26, 2009 and continues.
