TO ALL TO WHOM THESE PRESENTS MAY COME, GREETINGS;
WHEREAS, FRANCES CLARK, who has petitioned for a pardon, was convicted in 1970 in Marion County of Shoplifting and Disorderly Conduct, for which paid the fine; and
WHEREAS, the petitioner, who paid the fine for the crime she committed, is now a 60-year-old woman who has been a productive member of society by volunteering within her community; serving various ministries throughout the area, and has since the instant offense lived a law-abiding and productive life; and
WHEREAS, the petitioner, who raised three law abiding children, wishes to support herself without depending on others, committed this offense over thirty-eight years ago when she was a twenty-one year old woman; and
WHEREAS, the Parole Board, after careful investigation and examination of all the facts in this case, has unanimously recommended to the Governor that this pardon be granted.
NOW THEREFORE, I, Mitchell E. Daniels, Jr., Governor of the State of Indiana, by virtue of the authority vested in me by the Constitution and the laws of said State, do hereby issue a pardon to FRANCES CLARK.
IN TESTIMONY WHEREOF, I, Mitchell E. Daniels, Jr., have hereunto set my hand and caused to be affixed the Great Seal of the State of Indiana on this 31st day of December, 2008.
