TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 104. Statutory authority: IC 4-30-3-9. Effective November 26, 2008.


SECTION 1. The name of the scratch-off game is "Scratch-Off Game Number 104, COOKIE DOUGH".

SECTION 2. Scratch-off tickets in scratch-off game number 104 shall sell for two dollars ($2) per ticket.

SECTION 3. Play symbols: Each ticket in scratch-off game number 104 shall contain a total of twelve (12) play symbols with two (2) play symbols located in the area labeled "WINNING NUMBERS" and ten (10) play symbols, located above and corresponding with each prize symbol, in the area labeled "YOUR NUMBERS". If a question arises as to the play symbol, the play symbol caption will be used for final clarification. The play symbol captions correspond with and verify the play symbols as follows:

SECTION 4. Prize symbols: Each ticket in scratch-off game number 104 shall contain a total of ten (10) prize symbols, located directly beneath each corresponding play symbol, in the area labeled "YOUR NUMBERS". If a question arises as to the prize symbol, the prize symbol caption will be used for final clarification. Prize symbol captions correspond with and verify each of the prize symbols as follows:

SECTION 5. Retailer validation codes: The retailer validation code (for prizes up to five hundred ninety-nine dollars ($599)) verifies instant winners in this game. The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 6. How to win: A prize winner in scratch-off game number 104 is determined by removing the scratch-off material from the play and prize areas, revealing a total of twenty-two (22) play and prize symbols. Neither the retailer validation code (nor any portion thereof), the pack-ticket number (or any portion thereof), nor the validation number (or any portion thereof) are play symbols or prize symbols and are not usable or playable as such. If any of the play symbols located in the area labeled "YOUR NUMBERS" match any of the play symbols located in the area labeled "WINNING NUMBERS", the ticket holder is entitled to win the prize directly beneath and corresponding with the matching play symbol. If a "065080896ERA05.jpg" (wrapped candy) symbol is revealed, the ticket holder is entitled to instantly win double the prize directly beneath and corresponding with the play symbol.

SECTION 7. Prize structure: The possible winning prize combinations are as follows:

Total value of all prizes*: $2,639,200
Prize payout: 64.69%
Overall odds: 1 in 4.56
Approximate print quantity: 2,040,000 (-3%/+1%)

*The number and total value of prizes in this game are based on the approximate print quantity with a variance as stated above. Additional quantities may be ordered. Should the print quantity be changed for production of this game or subsequent reorders, the ratio of prizes and total value of all prizes to print quantity will be proportionately maintained and the overall odds and prize payout percentage will remain the same. Overall odds are determined by dividing the approximate total number of tickets by the approximate total number of prizes available.

SECTION 8. Prizes are subject to prior sales. The availability of tickets for sale in scratch-off game number 104 depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

SECTION 9. If the director determines an end date for scratch-off game number 104, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of fifteen thousand dollars ($15,000) have been claimed. Scratch-off game number 104 may be closed prior to all prizes being awarded.

SECTION 10. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 104, COOKIE DOUGH.
