TITLE 65 STATE LOTTERY COMMISSION

Emergency Rule

Temporarily adds rules concerning scratch-off game number 101. Statutory authority: IC 4-30-3-9. Effective November 18, 2008.


SECTION 1. The name of the scratch-off game is "scratch-off game number 101, CASH BLIZZARD".

SECTION 2. Scratch-off tickets in scratch-off game number 101 shall sell for twenty dollars ($20) per ticket.

SECTION 3. Play symbols: Each ticket in scratch-off game number 101 shall contain a total of twenty-nine (29) play symbols with two (2) play symbols located in the area labeled "GAME 1", six (6) play symbols located in area labeled "GAME 2", nine (9) play symbols located in the area labeled "GAME 3", in a matrix of three (3) rows and three (3) columns, and twelve (12) play symbols located in area labeled "GAME 4", with three (3) play symbols located in the area labeled "LUCKY SYMBOLS" and nine (9) play symbols located in the area labeled "YOUR SYMBOLS". If a question arises as to the play symbol, the play symbol caption will be used for final clarification. The play symbol captions correspond with and verify the play symbols as follows:

SECTION 4. Prize symbols: Each ticket in scratch-off game number 101 shall contain a total of seventeen (17) prize symbols, with one (1) prize symbol located beneath the play symbols in the area labeled "GAME 1", six (6) prize symbols located beneath and corresponding with each play symbol in the area labeled "GAME 2", one (1) prize symbol located beneath the play symbols in the area labeled "GAME 3", and nine (9) prize symbols located beneath and corresponding with each play symbol in the area labeled "GAME 4" under "YOUR SYMBOLS". If a question arises as to the prize symbol, the prize symbol caption will be used for final clarification. Prize symbol captions correspond with and verify each of the prize symbols as follows:

SECTION 5. Retailer validation codes: The retailer validation code (for prizes up to five hundred ninety-nine dollars ($599)) verifies instant winners in this game. The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 6. (a) A prize winner in the scratch-off game number 101 is determined by removing the scratch-off material from the play and prize areas revealing a total of forty-six (46) play and prize symbols, as described in SECTIONS 3 and 4 of this document.

(b) In "GAME 1", if two (2) identical play symbols are revealed, the ticket holder is entitled to win the corresponding prize shown.

(c) In "GAME 2", if the "065080880ERA07.jpg" (stack of bills) symbol is revealed, the ticket holder is entitled to win the corresponding prize shown.

(d) In "GAME 3", if three (3) "065080880ERA08.jpg" (snowman) symbols are revealed in any one (1) row, column, or diagonal line, the ticket holder is entitled to win the corresponding prize shown.

(e) In "GAME 4", if any of "YOUR SYMBOLS" match either of the "LUCKY SYMBOLS", the ticket holder is entitled to win the corresponding prize shown for that symbol.

SECTION 7. Prize structure: Top prize of one million dollars ($1,000,000) will be paid as an annuity, in annual installments, over twenty (20) years. The number of possible prizes and the odds for each prize level are as follows:

Total value of all prizes*: $12,348,808
Prize payout: 73.50%
Overall odds: 1 in 3.00
Approximate print quantity: 840,000 (-3%/+1%)

*The number and total value of prizes in this game are based on the approximate print quantity with a variance as stated above. Should the print quantity be changed for production of this game or subsequent reorders, the ratio of prizes and total value of all prizes to print quantity will be proportionately maintained and the overall odds and prize payout percentage will remain the same. Overall odds are determined by dividing the approximate total number of tickets by the approximate total number of prizes available.

Prizes subject to prior sales.

SECTION 8. If the Director determines an end date for scratch-off game number 101, under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process even if all prizes of one million dollars ($1,000,000) have been claimed. Scratch-off game number 101 may be closed prior to all prizes being awarded.

SECTION 9. 65 IAC 4-1 through 65 IAC 4-3 apply to scratch-off game number 101, "CASH BLIZZARD".
